Description
NOTICE TYPE: Pre-solicitation TITLE: An Ancillary Inspection/Engineering Support Contract associated with the TF33 Engine This agency proposes to issue a solicitation for a sole source contract for Ancillary Inspection/Engineering Support for the TF33 Engine as a follow-on to the recent "On-Wing" Specialized Ultrasonic Inspection Contract SPE4A518F35R6. Capability to perform this ancillary support/inspection will require, at a minimum, all of the following: •· Access to the most current Pratt & Whitney proprietary drawings, material characterization information, and operational data for the TF-33 Engine related to the specific inspection zone; •· Access to the proprietary inspection standard and acceptance criterion to perform this inspection; •· Specialized knowledge and experience in the operation of the proprietary equipment developed for use in this inspection; •· Possession of and ability to maintain necessary security clearance required to perform the necessary inspection services at multiple CONUS and possibly OCONUS locations; •· Ability to immediately mobilize inspection team(s) in support of this contract action. Due to the immediacy of this requirement, it is in the best interest of the government to adhere to a rapid acquisition timeline. This acquisition is intended to be awarded on a sole-source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source solicitation will be issued to United Technologies Corporation, Pratt & Whitney, CAGEs 52661/77445. The proposed contract action will be for a total period of performance not to exceed September 26, 2023. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. The proposed contract will be a fixed price, Requirements type contract with price redetermination. For this acquisition, the government will enter into a partnership with the provider to provide critical Ancillary Inspection/Engineering Support for the TF33 Engine manufactured by Pratt & Whitney. The contract is anticipated to be let as a subsumable CLIN under the Requirements-type, Firm Fixed Price Joint Opportunities Contract, SPE4AX13D9436, for a 12-month period with the possibility of two one-year option periods. The overarching objective of this acquisition is to maintain critical safety of flight for the TF33 Engine through recurring "on-wing" ultrasonic inspection of TF33-P103 Stage 1 Fan Hubs at United States Air Force bases across the contiguous United States, and will include pre-cleaning of the inspection zone, ultrasonic inspections using Government furnished equipment, and reporting of results. The provider will be required to provide qualified field teams able to meet the security requirements. Inspection process and criteria are proprietary. A fully scoped Statement of Work (SOW) will be included with the solicitation. Based on the responses to this synopsis, a letter RFP may be issued. For a copy of the letter RFP and any associated attachments please contact the contracting officer listed below. The requirements (listed above) have been identified as sole source. Responses to this announcement from other than the OEM are required by close of business October 18, 2019 and should identify elements of interest and include evidence of ability to fully meet the requirements for the contract period as identified. A copy of the letter of interest should be forward to the contracting officer identified herein. If a standard solicitation is utilized, it will be posted on FBO on or around October 21, 2019. This solicitation will close on or around November 30, 2019.
