Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background and Objectives: The National Institute on Aging (NIA), one of the 27 Institutes and Centers of NIH, leads a broad scientific effort to understand the nature of aging and to extend the healthy, active years of life. The Intramural Research Program (IRP) of the NIA provides a stimulating setting for a comprehensive effort to understand aging through multidisciplinary investigator-initiated research, in this regard. One of the IRP's program activities includes the Clinical Research Core (CRC) part of the NIA Clinical Unit within the Office of the Scientific Director. The CRC seeks to elucidate normative values and separate normal aging findings from disease states. The CRC's goal is to prolong disease-free states with age. The CRC serves as an infrastructure to facilitate the creation and development of therapeutic targets for the treatment of age-related disease across the Intramural Research Program. The CRC performs research in various protocol studies that have direct clinical applications to aging and disease states. Participants in the various protocols may spend one or more days in the Clinical Unit participant rooms. Therefore, clean linens are required for exams and participants' overnight stays. The CRC has 13 beds in addition to 2 exam rooms and 8 treatment rooms. The clinical unit has an average weekly population of approximately 50 participants per week. The average bed turnover rate will be 3-4 beds every 2-3 days and the treatment and exam rooms every 2-3 hours for 6 hours each day. Specific Requirements: The contractor shall provide all personnel, equipment, transportation, supplies, vehicles, and facilities, necessary to 1). Receive soiled linen from the NIA CRC and 2). Clean; sanitize; press; fold; bundle; load; and, return linen in acceptable, cleaned condition. The Contractor shall wrap all clean linen carts in clear plastic or other applicable means to ensure cleanliness of packed items. The Contractor, in accordance with (IAW) this SOW shall accomplish all work IAW: (1) current Joint Commission Manual; and (2) industry standards. The Contractor shall ensure all work meets performance standards specified in this SOW and its referenced documents. The scope of service is for clean linen as per the PAR level (See Attachment A: NIA CRC Linen PAR Levels). The PAR level is subject to change based on NIA CRC needs. The COR will provide changes to the Contractor when needed, with delivery of new PAR levels within 1 week. LAUNDRY 24-HOUR PICK-UP/DELIVERY PERFORMANCE REQUIREMENT The temporal performance requirement for pick-up of soiled bulk laundry; transport of soiled bulk laundry to the cleaning facility; cleaning, sanitizing and packing for transport of bulk laundry; transport of cleaned, sanitized and packed bulk laundry; delivery of cleaned, sanitized and packed bulk laundry shall be: twenty-four (24) hours. DEFINITON OF THE PICK-UP/DELIVERY FRAMEWORK OF TEMPORAL PERFORMANCE REQUIREMENT The twenty-four (24) hours commences with the Contractor pick-up and transporting soiled laundry from the NIA CRC. This encompasses removal from the 5th floor of MedStar Harbor Hospital to the loading dock located at the rear entrance. DEFINITION OF THE CONCLUSION OF THE 24 HOUR PICK-UP/DELIVERY TIMEFRAME The twenty-four (24) hour time frame concludes when the Government's Representative confirms the receipt of a shipment of clean laundry and linen. The confirmation of the receipt of a shipment of cleaned sanitized laundry is when the Government's Representative have concluded the count of articles and the general receiving inspection of a delivery shipment for acceptance by the Government. BUILDING ACCESS AND PICK UP TIME. Loading Dock access is located in the rear of MedStar Harbor Hospital. Soiled linen and clean linen areas are located on the 5th floor. Pickup and delivery is between 8:00 AM - 12:00 PM Monday through Friday. Anticipated Period of Performance: Base Year - January 1, 2020 - December 31, 2020 Option Year 1 - January 1, 2021 - December 31, 2021 Option Year 2 - January 1, 2022 - December 31, 2022 Option Year 3 - January 1, 2023 - December 31, 2023 Option Year 4 - January 1, 2024 - December 31, 2024 Anticipated Contract Type: A Firm Fixed-Price Purchase Order is contemplated. The order shall be sourced via the Open Market. Capability Statement: Contractors that believe they possess the ability to provide the required services should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. The capability statement should include 1) the total number of employees, 2) documentation of ability to provide the required equipment, 3) any contractor GSA Schedule contracts by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Contractors must also provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted to Fred Ettehadieh, Contracting Officer, via email at fred.ettehadieh@nih.gov before the closing date and time of this announcement. All responses must be received by the specified due date and time in order to be considered. Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending.
