Clause and Provisions by Full Text Pricing Worksheet J&A Single Source Sound Equipmen 1. General Information: This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ-20-Q-0001 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06 Item I, effective 10 September 2019. This procurement is being issued unrestrictred under NAICS code 334310 Audio & Video Equipment Manufacturing and PSC 5965 Headsets, Handsets, Microphones & Speakers with a size standard of 750 employees. The contractor shall provide the Virginia National Guard 29th ID Band with needed sound equipment to facilitate its mission to provide high quality professional level music to soldiers and civilians of the Commonwealth of Virginia. The Salient Characteristics accompanying this announcement outline specific requirements. In accordance with National Guard Regulation (NGR) 601-1, paragraph 7-10, rental fees are prohibited and will not be paid. Award will be made on the basis of low price including the evaluation for multiple awards. Multiple awards may be made if determined to be in the best interest of the government. For evaluation purposes only, a fee of $500 per award will be applied during the evaluation - this fee is an administrative tool for evaluation purposes only and is not actually added into any quoted or contract costs. The purpose of adding an administrative fee for evaluation purposes is to determine if it is prudent for the government to award multiple contracts. While vendors are NOT required to quote all line items of the solicitation, vendors are required to quote all line items within a specified group as follows: GROUP 1: Yamaha Brand - Line items 1, 2, 3, 4 and 14 GROUP 2: Radial Pro Brand - Line items 5 and 6 GROUP 3: Sennheiser Brand - Line items 7, 8, 9, 15, 16, 17, 18 and 19 GROUP 4: Line item 10 GROUP 5: Line item 11 GROUP 6: Shure Brand - Line items 12 and 13 GROUP 7: Line item 20 GROUP 8: Line item 21 GROUP 9: Line items 22 and 23 a. The government will evaluate on the basis of information furnished with the vendor's quote; therefore vendors shall specify the product brand name and number for each item quoted. b. Vendors quoting other than specified brand name equipment will be deemed non-responsive and the quote will not be further evaluated for award. c. To be eligible for award, vendors must have an active account registration in the System for Award Management (SAM) at www.sam.gov at the time of quote submission. d. Product samples are not required to be submitted to bid. e. Vendors who do not provide all of the required information with their quotes may be deemed ineligible for further consideration. 2. Communication with the Government: a. Questions. Submit written questions via email to the contracting specialist Mr. David A. Pickard at david.a.pickard.civ@mail.mil & Mrs. Katina Moore at katina.l.moore7.civ@mail.mil. Questions will be received up to 11:00 a.m. Eastern Time on October 16, 2019. b. Quotations. Quotes are due not later than the time and date specified on the Federal Business Opportunities (FBO) website, www.fbo.gov. Email quotes to david.a.pickard.civ@mail.mil & katina.l.moore7.civ@mail.mil. Quotes submitted other than email WILL NOT BE CONSIDERED.
