- Background: The Naval Surface Warfare Center Carderock Division (NSWCCD) Acoustic Research Detachment (ARD) intends to host an Industry Day on Monday, 28 October 2019 in Bayview, Idaho beginning at 12:00 PM (PST) with the intent of providing US Department of Defense (DoD) Contractors an opportunity for a site-visit prior to the release of the follow-on Seaport solicitation of the current contract N00167-15-D-0005, General Dynamics Information Technology (GDIT). See Attachment 1 for directions to the ARD. The NSWCCD Ship Signatures Department is responsible for development of stealth technology to support Navy surface ship and submarine program goals. As part of its mission, the Department develops, operates, and maintains major acoustic R&D test facilities at the ARD located in Bayview, ID. The ARD develops, operates, and maintains acoustic test systems and support equipment on, and in, Lake Pend Oreille, ID, a large freshwater lake with depths exceeding 1,100 feet. These systems and equipment include large models and other specialized test hardware, barges and platforms capable of being equipped with data acquisition and processing systems, shore based laboratories, and underwater acoustic test ranges consisting of moored acoustic sensors and oceanographic instrumentation. This 23-acre facility also includes several remote up-lake shore stations accessible only by watercraft. Services are provided by the ARD to accomplish acoustic, vibration, magnetic, infrared, powering, and other data acquisition and analysis in support of surface ship and submarine stealth technology development of R&D projects. Technical Requirements: Resources for R&D facility and test operations at the ARD include a resident Government staff of engineering, scientific, technical trades, and administrative personnel. The requirements of the technical efforts described in the draft Statement of Work (SOW) are to provide support services to supplement and assist the ARD Government resources with additional capacity for all inter-related task elements necessary to support NAVSEA and other R&D program testing; and to provide deliverables that support customer program goals and schedules. The contractor will be required to provide a qualified team of personnel to support all ARD functionality and the inter-related areas of support. Additional information regarding operations at the ARD will be addressed in the forthcoming solicitation. See Attachment 2 for the draft SOW. It is anticipated that offerors will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation number for this requirement when issued will be N00167-20-R-3000. It is anticipated that the resultant award will be a cost-plus fixed fee (CPFF), level of effort (LOE) Seaport NxG task order (TO) with one (1) year period of performance plus four (4) option periods. Proposals from Contractors outside of Seaport NxG will not be considered. The successful Contractor must have a SECRET clearance. It is anticipated that the procurement will be solicited on an unrestricted basis, under NAICS Code 541330 with a Small Business Size Standard of $38.5 million. Contractors eligible to attend shall respond to this announcement via Ms. Michelle Cohn at michelle.cohn@navy.mil as soon as possible to confirm attendance and coordinate base access. Contractors shall respond to this announcement not later than Thursday, October 24th, 2019. (Note: SECNAV Form 5512/1 (Attachment 3) is optional if you have a valid DoD-issued credential (i.e. Common Access Card, Defense Biometric Identification System {DBIDS} card, military/veteran/retiree /military dependent ID. Otherwise, Attachment 3 is required for base access.) The Government intends to post the presentation slides from the meeting as well as all documented questions and answers to Seaport NxG. Attendance at this event shall not be considered a commitment of any kind by the Government. The Government will not reimburse any cost to prepare for or participate in Industry Day. Attachments: •1.
