Through this contract, the contractor is responsible for coordinating, selecting, reviewing, and providing musicians for various religious services located throughout Fort Benning. See PWS for details. (vii) Dates and Places of Performance: Base Year: 16NOV19 - 15NOV20 Option Year 1: 16NOV20 - 15NOV21 Option Year 2: 16NOV21 - 15NOV22 Place of Performance: Chapel locations throughout Fort Benning, GA Purchase Description of Personnel requirements: 1. Musicians needed throughout the year: Minimum times for each musician is 2 times a week (one rehearsal and one service). a. Staff 12-15 worship leaders and musicians in a variety of worship traditions. We have 15-25 weekly services, approximately 8 chapel locations. b. Three Accompanist (piano) in the Protestant, gospel, and catholic tradition. Approximately twice a week, every Saturday/Sunday. c. Three Catholic service musicians/worship leaders. Trained in the Catholic tradition who can lead music for mass. Approximately twice a week, every Saturday/Sunday plus rehearsals. d. 8-10 worship style music leaders in contemporary/modern worship style; must be able to play either piano/guitar or other instrument as they lead worship music. Approximately every Saturday/Sunday morning, supporting 8 different chapels. e. Holiday requirements include Christmas, New Years, Easter, and the traditional Catholic calendar. The worship music leadership will have an increased amount of requirements during the holidays. The contractor can use their musicians; however, there will be more rehearsals and scheduled services during the holidays. 2. Worship leader skill list: a. 2-3 years' experience as a worship leader in the style of the service. b. Working knowledge of sound equipment. c. Ability to coordinate volunteers as required by the service. d. Working knowledge or training in modern coordination software like Planning Center. 3. Accompanist skill list: a. 2-3 years of professional musical experience as a pianist. b. Ability to site read. c. Play in the liturgical, gospel, or traditional styles as required by the individual service. d. Ability/availability to work with and rehearse a choir and/or a band. 4. Contractor Skills list: Planning Center coordination software. If the contractor doesn't know Planning Center, they need to include in their proposal a written plan on how they are going to coordinate 800 services a year. 5. Professional sound reinforcement The contract requires a high level of audio reinforcement knowledge. The contractor should personally have this skill or be able to provide a plan to meet the needs of the Chaplains for sound training and troubleshooting as they arise. 6. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical ability, management approach to managing individual musicians, and past performance. Award is determined on lowest price technically acceptable. Technical and past performance, when combined, are more important than price. Proposals will be evaluated for technical acceptability; award will be made on Lowest Price Technically Acceptable. The Government intends to evaluate proposals and make award without discussions. The wage determination for this resulting contract is Wage Determination 2015-4527 dated July 25, 2019 for Muscogee and Chattahoochee Counties, GA. Invoicing will be in accordance with FAR Clause 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
