- THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command (NAVFAC) Washington intends to issue a Request for Proposals (RFP) for a firm fixed-price, construction contract for P-3003 Consolidated Communicated Center Joint Base Andrews Camp Springs, Maryland. The anticipated requirement will be issued as full and open competition under RFP Number N40080-18-R-9420. The RFP is expected to be posted to Navy Electronic Online Commerce (NECO) at https://www.neco.navy.mil Federal Business Opportunities (FBO) around mid May 2019. This RFP will be solicited utilizing a one phase competitive procurement, negotiation procedures under FAR Part 15. Evaluation will be conducted utilizing the Best Value Trade-Off Process. The Government intends to award one (1) firm fixed-price contract. The North American Industry Classification System (NAICS) Code for this procurement is 236220 with the annual size standard of $36.5M. In accordance with DFARS 236.204(ii), the magnitude of this project is between $25,000,000 and $100,000,000. Project Description: P-3003 Consolidated Communicated Center Joint Base Andrews Camp Springs, Maryland. P-3003 project consists of constructing a consolidated communications center (approximately 80,000 SF) utilizing economical design and construction methods to accommodate the mission of the facility. Construction includes a concrete foundation, structural steel frame and standing seam metal roof as well as communications support, environmental controls, pavements, parking area, exterior lighting, landscaping, and all other supports necessary to make a complete and useable facility. The project includes demolition of two facilities totaling 100,000 square feet and two 25,000-gallon fuel tanks and associated piping. Facilities shall be constructed to meet DoD, Air Force and base design standards. A Sources Sought was issued on July 26, 2018 under RFP Number N40080-18-R-9420 for responses from potential qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for P-3003 Consolidated Communicated Center Joint Base Andrews Camp Springs, Maryland. Based on responses received, this procurement will be conducted utilizing Full and Open Unrestricted competitive negotiation procedures. The Government intends to post all notices/amendments related to this solicitation on the Navy Electronic Commerce Online (NECO) at www.neco.navy.mil and the Federal Business Opportunities at www.fbo.gov. All interested firms must be registered on the NECO or FBO web sites in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Prospective Offerors will have access to the solicitation at the FBO web site by searching for solicitation number N4008018R9420 (no hyphens). Offerors are encouraged to check the NECO and FBO web sites frequently in order to be notified of any changes to this solicitation. All Offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be considered for contract award.
