- Vendor Information Statement of Objectives Vendor Questionnaire Functional Capability Requirements Checklist REQUEST FOR INFORMATION (RFI) THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE FDIC TO AWARD A CONTRACT. The Federal Deposit Insurance Corporation (FDIC) is seeking sources for the Learning Management System (LMS) Provider requirement. This RFI is for planning and market research only and shall not be construed as a RFP or as the FDIC's obligation to acquire any products or services; submitting a response does not ensure your firm will be solicited on any resulting RFP. The FDIC does not intend to award a contract based on this request or otherwise pay for the information requested. Submission of a response to this request is entirely voluntary. The voluntary submission of a response to this request shall not obligate the FDIC to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration. As a general background, the FDIC maintains stability and public confidence in the nation's financial system by insuring deposits, examining and supervising financial institutions for safety and soundness and consumer protection, and managing receiverships. The FDIC does not use appropriated funds, and is not subject to the Federal Acquisition Regulation (FAR). Policy documents related to doing business with the FDIC can be found at https://www.fdic.gov/buying/goods/acquisition/index.html The FDIC strongly encourages the participation of minority-owned and women-owned businesses in all the business and contracting activities of the FDIC. The FDIC is conducting market research seeking capable offerors to provide third party learning management system product and support services to support internal and external learning and development at the FDIC. This RFI is issued to conduct market research. This market research will assist the FDIC with identifying interested and capable sources and developing its acquisition strategy. Submitting a response does not ensure your firm will be solicited on any resulting RFP. The services requested of a vendor, called a LMS Provider are: 1.Learning Management System provisioning as software-as-a-service (SaaS) to facilitate internal and external learning and development at the FDIC; and 2.Ongoing maintenance and support of such system. The FDIC requests interested sources capable of fulfilling this requirement submit documentation addressing the requested information below. The FDIC reserves the right to use any information submitted by, or obtained from, this RFI as FDIC determines is appropriate including, but not limited to, the creation of a competitive solicitation. If responses include business confidential and/or proprietary information, the information must be marked and the FDIC will safeguard it appropriately. Vendors interested in providing this service should be registered in the System for Award Management (www.sam.gov). The FDIC is requesting vendors to: 1.Respond to and complete Attachment 1 - System Functional Capability Requirements Checklist; 2.Respond to and complete Attachment 2 - Vendor Questionnaire; 3.Review Attachment 3 - Statement of Objectives (SOO) and provide feedback, suggestions, and/or questions; and 4.Respond to and complete Attachment 4 - Vendor Information Spreadsheet The FDIC will assess responses to identify solutions that adequately meet the capabilities. The Contracting Officer (CO) will invite selected vendors based on their responses, to demonstrate their solution and capabilities as it relates to the FDIC's requirements. The product demonstration will be an opportunity to assess the learning and development solution. The product demonstration is expected to take place in November or December. To accommodate the demonstration, testing, and review of the product a signed Memorandum of Understanding (MOU) is required before testing or assessments. Those vendors that are invited for a product demonstration will receive their invitation along with the MOU via e-mail. After the Program Office has reviewed the vendor's response, the CO will invite selected vendors who meet the product demonstration criteria in Attachment 3 (SOO) to receive the RFP. The RFP is by invitation only and will not be released to the general public. The FDIC reserves the right to make multiple contract awards or no award, if it is in the Government's best interest to do so. All responses must be submitted electronically to the CO by COB on Friday, October 18, 2019. All questions pertaining to the announcement must be directed to the CO at the email address below.
