- Attachment C - Solicitation Questions Request for Proposal (RFP) FHF-20-R-0001 Attachment A - Statement of Work Combined Synopsis Solicitation Attachment B - Price Worksheet This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603 and Part 15 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number for this procurement is FHF-20-R-0001. The RFP documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. The government anticipates awarding a Firm-Fixed-Price (FFP) contract as a result of this RFP. This requirement is considered unrestricted under NAICS code 523110 - Investment Banking and Securities Dealing with a size standard of $38.5 Million. FHFA requires the services of a Contractor to provide financial institutions, capital markets and restructuring expertise, analysis, and advisory services. Please refer to the Statement of Work (SOW) for additional information. PERIOD OF PERFORMANCE - The contract will be for a twelve-month base period and one six-month option for Phase I and four one-year options for Phase 2, if exercised. SUBMISSION OF PROPOSAL - To be considered for award, please submit proposals electronically to kevin.klekner@fhfa.gov no later than 10:00 Eastern Time October 15, 2019. Late submissions, modifications, and revisions will be managed in accordance with FAR 52.212-1(f). Questions are due in writing to kevin.klekner@fhfa.gov no later than 1:00 PM Eastern Time on October 8, 2019. Refer to the RFP, Sections F and G for proposal submission instructions. Submission Instructions Offerors shall be registered in the System for Award Management as stated in FAR 52.204-7(b)(1). Therefore, FAR 52.204-7 and FAR 52.204-16 are hereby incorporated by reference into the solicitation. An Offeror that is not actively registered in the System for Award Management at the time of proposal submission will not have its proposal considered and will not be eligible for award. APPLICABLE CLAUSES - This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2009-06, effective September 10, 2019. Provisions FAR 52.212-1, Instructions to Offerors-Commercial Items (OCT 2018) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit proposal electronically to kevin.klekner@fhfa.gov." Offerors shall submit representations and certifications per FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically).
