Description
This is NOT a solicitation announcement. This source sought is for the manufacturing of the equipment, not for installation and construction. This market research (MR) is for informal and planning purposes only and shall not be construed as a request for proposal, request for quote or as an obligation on the part of the government. Naval Facilities Engineering Command (NAVFAC) Southeast (SE) is seeking eligible contractors that have the capability to furnish and install compatible equipment required to replace the existing obsolete subscriber loop carrier equipment in the Dry Dock building 5147 sourced from Port Services building 5041. This MR is in support of the various repairs to the Dry Dock at SUBASE Kings Bay (Solicitation Number N69450-19-R-0508). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. SUBASE Kings Bay current AT&T/Lucent Technologies subscriber loop carrier (SLC) series 5 equipment located across the installation are obsolete and parts are no longer available. Currently, one AT&T/Lucent Technologies subscriber loop carrier (SLC) series 5 is located in the Dry Dock and planned for replacement as part of the scope defined in the Solicitation N69450-19-R-0508. SUBASE Kings Bay has fielded and is now sustaining supportable equipment by utilizing the Tellabs Multiple Access Service Platform (MSAP) 1000 series digital loop carrier capable of voice and data transport. All components that comprise the subscriber loop carrier (SLC) must be fully compatible with the current Tellabs MSAP located in buildings 2005 and 5060. The new SLC equipment/components must be procured through a single manufacturer and not procured individually through multiple manufacturers. This package shall be sent by email, no larger than 6 MB, to the following email addresses: Barbara.Czinder@navy.mil and Stephen.Sparks@navy.mil. All responsible sources may identify their interest and provide a complete technical capabilities package in response to this this notice. This notice is not a request for competitive proposals. Responses must be received at the email addresses cited or via mail no later than 3:00 PM Eastern Time on 19 October 2019. However, all responses received within 15 calendar days after date of publication of this sources sought notice will be considered by the Government.
