GMD IDT Antenna Technology Exploration, DD 254, MDA19GMRFI01 GMD IDT Antenna Technology Exploration, Request for Information Access Agreement Form Ground-based Midcourse Defense In-Flight Interceptor Communication System Data Terminal Antenna Technology Exploration Agency: Other Defense Agency Office: Missile Defense Agency Location: MDA-CT NAICS: 334515/PSC: 5895 Solicitation Number: MDA19GMRFI01 Notice Type: Special Notice Synopsis NAICS Code: 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) Please note that the Ground-based Midcourse Defense (GMD) In-Flight Interceptor Communication System Data Terminal (IDT) Antenna is related to GMD Future RFI Solicitation Number MDA19GMRFI02 as a component within the Ground System (GS) scope. The Missile Defense Agency (MDA), Ground-based Midcourse Defense (GMD) Program is conducting market research to determine industry interest and capability for sources to perform in any of the following three areas: I. Demonstrated capability and desire to design, develop, fabricate and test a phased array antenna to replace the existing In-Flight Interceptor Communication System Data Terminal (IDT) parabolic dish antenna and deliver two prototypes, targeting calendar year (CY) 2024 for delivery to a Government site for integration; II. Demonstrated capability and desire to "build-to-print" a phased array antenna or to complete the design of a Government provided Preliminary Design Review (PDR) level package for an antenna composed of solid state transmit/receive elements and deliver completed design. Demonstrate capability to deliver two antenna prototypes targeting CY2024 for delivery to a Government site for integration. A data package provided by the Government will contain all necessary documentation, specifications and drawings; III. Provide alternate concepts/designs for Government consideration that could be used to perform the IDT antenna mission and would allow delivery of two antenna prototypes targeting CY2024 for delivery to a Government site for integration. This Request for Information (RFI) is part of the overall market research activity to collect, organize, maintain, analyze, and present data in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10. In addition, this RFI is intended to help MDA make informed acquisition decisions and business case analyses to: a) Assess the current marketplace and existing industry capabilities to fulfill the GMD IDT Phased Array or other technology insertion requirements for IDT antennas; b) Obtain recommendations from industry on the contract type, contract duration/period of performance, acquisition strategies, and approaches (including contract and incentive structures) that are available to support GMD IDT requirements; c) Identify and assess the major risks to the acquisition and project execution; d) Identify and mitigate any potential barriers to competition; e) Determine industry data/information needs to support proposal preparations; f) Identify areas that could be set-aside for small business concerns. Program Background The GMD element of the Ballistic Missile Defense System provides Combatant Commanders the capability to engage and destroy intermediate- and long-range ballistic missile threats in space to protect the United States (U.S.). The GMD employs integrated communications networks, fire control systems, globally deployed sensors and Ground-Based Interceptors that are capable of detecting, tracking and destroying ballistic missile threats. The current GMD interceptor's Kill Vehicle (KV) uses kinetic energy from a direct hit on an incoming Reentry Vehicle to negate threats to the U.S. The IDT transmits information from the GMD Fire Control (GFC) Node to the GMD interceptor's (KV) via the IDT. The GMD Program Office is seeking fabrication of a phased array antenna or other antenna technology to operate in the IDT radio frequency (Ka) band. Foreign Ownership Exclusion Respondents/sources and its subcontractors/suppliers must be U.S. firms/businesses and not foreign owned, controlled, or influenced. Companies under foreign ownership, control, or influence are excluded from receipt of any IDT documentation and excluded from responding to this RFI. IDT documents contain technical data related to a launch-system control device covered by the Missile Technology Control Regime (MTCR) Annex, Category II, Items 9 and 12. IAW 22 Code of Federal Regulation (C.F.R.) Appendix Supplement 1 to Part 126, the exemptions in 22 C.F.R. sections 126.5, 126.16, and 126.17 are not applicable to defense articles and related technical data covered by the MTCR Annex. Access to RFI The RFI, including classified and unclassified documents, is available to interested parties upon request. Access to the RFI is restricted to interested parties' personnel who are cleared by MDA Contracting and Security Officials. Interested parties shall complete the enclosed GMD IDT Antenna Technology Exploration RFI Access Form and submit to GMD-IDT-Antenna@mda.mil to request access to the RFI documents. Access to the unclassified RFI documents is granted upon Government processing of the GMD IDT Antenna Technology Exploration RFI Access Form and Industry request for access to the RFI unclassified documents at https://www.fbo.gov. MDA classified information is only released to interested parties following verification of the interested parties' facility clearance and safeguarding. The security classification of this procurement is specified in the Contract Security Classification specification, DD Form 254. The DD Form 254 is the security guidance for the safeguarding of GMD IDT Antenna Technology Exploration related classified information at the interested parties' facility. The Defense Security Service maintains security cognizance of classified information stored at a contractor facility. The GMD IDT Antenna Technology Exploration DD Form 254 is valid only for this information request. Access to physical classified RFI data is available by appointment only and is restricted to organizations not qualified to store classified data and whose personnel are pre-cleared by MDA Contracting and Security Officials. Up to three weeks may be required to obtain access to the classified data; it is imperative to submit the request as soon as possible. RFI Responses In accordance with the Paperwork Reduction Act, RFI responses will only be accepted electronically via encrypted email to GMD-IDT-Antenna@mda.mil. Responses are due no later than November 12, 2019, 2:00 PM Central Time. All submitted information will be handled accordingly as marked. MDA will not accept any responses submitted with classified information. Industry is reminded that interested parties may register to receive email notification when additional information, solicitation documentation, or amendments regarding this RFI are issued and available for downloading. The MDA will not directly send interested parties the solicitation documents or any amendments. It is the interested parties' responsibility to check this website for updates periodically. One-on-one Sessions The Government intends to host one-on-one sessions with interested parties on October 29, 2019 at 8:00 AM to 5:00 PM Central Time and October 30, 2019 at 8:00 AM to 5:00 PM Central Time. Registration for one-on-one session time slots is on a first come/first served basis and is limited to 60 minutes. The intent of the one-on-one session is to allow interested parties an opportunity to provide the Government with an overview of capabilities, questions regarding the requirements, and/or concerns with the RFI. Information received from follow-up questions and presentations is considered part of the overall market research activity and will be conducted IAW FAR Part 15.201. Meetings will be held at the MDA Von Braun-II Complex in Huntsville, Alabama. The address is 5222 Martin Road, Redstone Arsenal, Alabama 35898. Requests for one-on-one sessions shall be submitted to GMD-IDT-Antenna@mda.mil no later than October 16, 2019, 3:00 PM, Central Time. One-on-one sessions are restricted to six (6) representatives. One-on-one sessions will be classified as SECRET; therefore, anyone attending will have, at a minimum, a security clearance to at least the "SECRET" level on file with MDA. One-on-one sessions require all attendees to have a Visit Access Request (VAR) on file at MDA no later than noon on October 22, 2019. The VAR process and other pertinent information for the sessions are provided via email response to the Requestor's email. Please read the MDA VAR process carefully, individuals without a VAR on file with MDA are not allowed access to one-on-one sessions. NOTE: This is not a RFP or quotation. The Government will NOT pay any costs incurred as a result of responding to this announcement.
