Description
AMENDMENT 02 - The RFQ is being revised to allow for the separate pricing of airlift capabilities up to a maximum of 2,500 pounds. This is a change from the 5,000 pound maximum lift shown in amendment 01. RFQ Questions and Answers are also posted for informational purposes. AMENDMENT 01 - This posting amendment is provide Government responses to Vendor questions and verification of maximum weight from 7,500lbs to 5,000lbs and to change the NAICS Code FROM 53241, Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing, standard size dollar, $32.5M; TO 481211, Nonscheduled Chartered Passenger Air Transportation, standard size employees, 1,500 on the RFQ. The Federal Aviation Administration (FAA) has a requirement for Helicopter transport for personnel and equipment to 5 remote sites as listed below. Helicopter transport is needed in support of the solar power system upgrade projects at Tactical Communications (TACCOM) sites. Toyahvale Indian Peak (Mt. McElroy), Fort Davis, TX (Lat. 30.9094, Long. -104.0633) Mohawk Mountain, Roll, AZ (Lat. 32.5900, Long. -113.6479) Growler, Ajo, AZ (Lat. 32.2345, Long. -113.0246) Lookout Mountain, Elgin, AZ (Lat. 31.4827, Long. -110.5408) Montana Peak, Nogales, AZ (Lat. 31.4434, Long. -111.2266) It is expected to be needing these services beginning the late October November 2019 timeframe with anticipated completion of all five (5) sites is late spring or early summer 2020. 1.A single engine aircraft would be acceptable as long as it is able to transport the projected weight loads. 2.The government is not concerned with the category of the aircraft, as long as the aircraft is able to effectively transport our crew and materials in a safe and efficient manner. 3.The Government prefers that all hook-up, rigging, straps, cargo net, etc., be provided by the contractor. 4.Passenger pick-up and drop-off locations will vary depending on the site we are working at the time beings the 5 sites are not all in the same area. 5.Maximum payloads are still in planning but don t expected to be as much as $5,000lbs. 6.Any costs associated with this effort are to be captured in the daily rate proposed for the estimated number of days such as mobilization and demobilization. Final payment will be based on the actual number of flight days the project takes by aircraft type and each day the aircraft is held on standby. The estimated number of days is only an estimate and may be more or less, therefore we would like the contract to reflect a daily rate with an unknown number of lifts per day. (Some days may be just personnel up and down, other days may have several lifts for materials and personnel.) It is anticipated that a firm-fixed-price type contract will be awarded as a result of this solicitation. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers October 18, 2019. Reference AMS Clause 3.3.1-33, paragraph (d), if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. In addition, offerors must complete the attached RFQ and return it by closing date. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. IN ACCORDANCE WITH AMS CLAUSE, 3.4.1-12 INSURANCE OFFERORS MUST PROVIDE PROOF OF INSURANCE Offers must be received by patti.ctr.owens@faa.gov and john.hawk@faa.gov later than 5:00 p.m. CST, October 18, 2019. Emailed Offers shall be sent to patti.ctr.owens@faa.gov and john.hawk@faa.gov and must contain 6973GH-19-Q-00094 as part of the email subject line. Any responses received after 5:00 p.m. CST, October 18, 2019, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible. As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of offers.
