Description
INTRODUCTION The Mission Installation Contracting Command - Fort Sam Houston (MICC-FSH) in San Antonio, TX intends to contract on a sole-source basis with HEI south Orme Street LLC/Shertaton Pentagon City. Parties having an interest in and the resources to support the requirement for an appropriate hotel venue for an official Army high-level reception in a private location for secure professional and social interaction, sleeping room block, vehicle staging area large enough to accommodate four 55-passenger busses and a multi-vehicle motorcade that does not impede traffic or include parking on an active street, breakout rooms, media training and engagement spaces, and private briefing and portrait area facility not more than one mile away from the Pentagon are encouraged to notify the Contracting Officer. The reception and staging areas shall be accessible to limited Army staff 24 hours per day, an area for security screening of up to 200 personnel using walk-through magnetometers. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED." PROGRAM BACKGROUND The Office of the Administrative Assistant (OAA) to the Secretary of the Army is designated as the office responsible for executing the planning involved with any Army Special Events. REQUIRED CAPABILITIES The Contractor shall provide a high quality venue for an evening reception befitting this prestigious event, a private location for secure professional and social interaction, areas for security screening and bus staging, media training and engagement space, briefing and portrait area, a welcome reception, and a block of rooms for the honoree and guests. Further detail is provided in the draft Performance Based Work Statement (PBWS) attached to this announcement (Attachment 1). If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; SPECIAL REQUIREMENTS: Potential vendors must demonstrate how they can accommodate up to four 55-passenger busses in an area that (a) doesn't impede traffic, (b) is safe for the passengers to board, and (c) can maintain the security integrity for personnel who have been screened. Furthermore, the vendor must demonstrate how it can also accommodate a large motorcade of vehicles without impeding traffic while also still accommodating the four busses. ELIGIBILITY The applicable NAICS code for this requirement is 721110 with a Small Business Size Standard of $35M. The Product Service Code is V231. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Based Statement of Work (PBSOW) and draft Personnel Qualifications Description are attached for review. (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pitch. The deadline for response to this request is no later than 4 pm, CDT, 9 Oct 2019. All responses under this Sources Sought Notice must be e-mailed to Stephen.d.noethen.civ@mail.mil. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company handled a large motorcade of vehicles and can you provide a staging area to accommodate four 55-passenger busses? If so, provide details. 4.) Can you provide all of the required meeting rooms and hotel rooms with only 10 days notice? 5.) Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. The Government will evaluate market information to ascertain potential sources for this requirement. Note: Please note changes to the Limitations on Subcontracting requirements found in FAR clauses 52.219-3, 52.219-14, 52.219-27, 52.219-29 and 52.219-30. 6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 8.) Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the Mission and Installation Contracting /command (MICC) Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 9.) The NAICS code 721110 is being contemplated for this requirement. In your opinion, does this NAICS code fit this requirement? If not, which NAICS code would you suggest and why? The estimated ordering period may consist of 16 October 2019 - 15 October 2024. The contract type is anticipated to be a Firm Fixed Price Single Award Indefinite Delivery Indefinite Quantity (IDIQ). All data received in response to this notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this notice.
