Description
Technical and Administrative Support for the U.S. EPA 's National Drinking Water Program The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with The Cadmus Group to provide support services to the U. S. Environmental Protection Agency (EPA), Office of Water (OW), Office of Ground Water and Drinking Water (OGWDW), Standards and Risk Management Division (SRMD) under contract titled ¿Technical and Administrative Support for the U.S. Environmental Protection Agency's National Drinking Water Program ¿, EP-C-12-023, for an additional 5,250 level of effort labor hours to be utilized to extend the contract which expires October 31, 2019, by four months, until February 29, 2020. The Office of Water (OW), Office of Ground Water and Drinking Water (OGWDW), Standards and Risk management Division (SRMD) requires contractor support to provide technical and administrative support for the for the National Drinking Water Program. The contractor shall provide technical and analytical support for contaminant occurrence, cost/ benefit, economic, financial, and regulatory analyses, along with characterization of potential limitations of those analyses. The contractor shall provide technical and analytical support for environmental and analytical chemistry, primary and secondary environmental data collection, statistics, engineering, hydrology, hydrogeology, public health and risk assessment, system analysis, cost and benefit assessments, database management, Geographical Information Systems (GIS), and microbiology relating to the requirements of the Safe Drinking Water Act (SDWA) Amendments. The contractor shall also provide support for development of standards, criteria, and program mandates being considered by the Agency relative to the requirements of the SDWA Amendments and other statutes (such as Small Business Regulatory Enforcement Fairness Act (SBREFA) and Unfunded Mandates Reform Act (UMRA) already in place. EPA will review the information for technical soundness and adherence to Agency policy. Additionally, the contractor shall provide administrative program support in areas of information management, outreach, technical writing and coordination of logistics. EPA believes that The Cadmus Group, with its experience in working the current contract, is uniquely qualified for this short term additional effort and The Cadmus Group is the only responsible source able to perform this 4-month effort due to its combination of expertise, knowledge of the equipment and facilities, and familiarity with ongoing projects required to meet EPA ¿s critical deadlines. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date for this modification to the existing contract is October 24, 2019.
