Good day, Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs (VA), New York Harbor HCS is currently conducting a market survey for qualified firms capable of shall be provided all labor, supplies, equipment, maintenance, information technology, and supervision necessary to provide Firearm Shooting Range - Poconos to the New York Harbor HCS described herein. Firearm Shooting Range - Poconos services include, but are not limited to: STATEMENT OF WORK Shooting Range Usage for VA Police Yearly Qualifications Introduction/Background The VA New York Harbor Healthcare System provides quality health care to veterans using the abilities of all employees supported by our commitment to education and research. The VA Police is the uniformed law enforcement service of the U.S. Department of Veterans Affairs, responsible for the protection and security of the VA Medical Centers and other facilities such as Outpatient Clinics (OPC) and Community Based Outpatient Clinics (CBOC) operated by the VA. The VA Police have several divisions and operate separately but alongside the VA Law Enforcement Training Center (VA LETC) under the umbrella of the Office of Security and Law Enforcement. The primary role of VA Police is to serve as a protective uniformed police force in order to deter and prevent crime, maintain order, and investigate crimes (ranging from summonses to felony offenses) which may have occurred within the jurisdiction of the Department or its federal assets. Some cases are investigated in conjunction with agents from the Office of the Inspector General (VA OIG). The VA Police are an armed, federal law enforcement and protective service entity that operates in and around the various Veterans Affairs Medical Centers, National Cemeteries and other VA facilities located throughout the whole of United States to include Puerto Rico and the United States Virgin Islands. Among others, the VA Police are a specialized federal law enforcement agency, whose officers have full police powers derived from statutory authority to enforce all federal laws, VA rules and regulations, and to make arrests on VA controlled property whether owned or leased. In the event of an active shooter the U.S. Department of Veterans Affairs Police need to be properly equipped to safeguard Veteran patients, employees and visitors. Per VA Directive 0720, Veterans Affairs Police Officers must qualify with the department firearm four times per year for regular qualification and low light qualification. Because of this required firearm training, range time is needed on a yearly schedule. The VA New York Harbor Healthcare System has no shooting ranges on property. In order to qualify, the VA Police must purchase indoor/outdoor range hours from two ranges in the tri-state area. Requirements/Objective Indoor/Outdoor Firearm Shooting Range Usage 130 Hours Firearm Range must be an approved course and sanctioned by OS&LE Range must comply with the EPA requirements for the management of lead and other hazardous materials. Range must comply with all federal, state and local statutes, ordinances, regulations, rules and requirements relating to firearm usage and safety. The North American Industry Classification Systems (NAICS) is 611699. Responses to this notice must be submitted in writing via email to carlton.lunsford@va.gov and must be received not later than October 9, 2019 @ 10:00am EST. No telephone inquiries will be accepted. Interested firms should also add their information to the interested vendors list for this announcement at www.fbo.gov. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 611699. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include: 1. company/individual name, 2. a service capability statement, 3. examples of similar facilities for which you have provided services to, 4. DUNS number, 5. address, 6. point of contact, 7. phone number and 8. socioeconomic category: (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business or Large Business). Additionally: 1. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). 2. Contractors must be registered in System for Award Management (SAM), formerly CCR (see internet site: http://www.sam.gov). 3. Responses to this notice must be submitted in writing via email to carlton.lunsford@va.gov and received not later than October 9, 2019 @ 10:00am EST. All interested parties must respond to any related solicitation announcement separately from the responses to this announcement.
