- SUBMISSION DEADLINE EXTENSION THROUGH 12:00 NOON ON OCTOBER 21, 2019 DESC: MARKET SURVEY AND SOURCES SOUGHT ANNOUNCEMENT FOR COMMERCIAL OF THE SHELF (COTS) SOLUTIONS FOR PHOTOGRAPHIC STUDIO OPERATIONS AND MANAGEMENT. The Office of the United States Senate Sergeant at Arms (SAA) seeks to identify and solicit feedback from capable sources regarding leading edge capabilities for Photo Studio operations to replace an e-commerce application deployed in 2014. If acquired, the Photo Studio staff will use the application(s) to manage images and other digital assets, and fulfill and manage e-commerce orders. The Senate Offices (customers) will use the application for photo browsing, and it will allow them to order products (photographic prints) and track the orders progress through completion. THIS IS A REQUEST FOR INFORMATION ONLY. This SSN is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SSN does not commit the SAA to contract for any supply or service whatsoever. Further, neither the Senate nor SAA seek proposals at this time; will not accept unsolicited proposals; will not pay for any information or administrative costs incurred in response to this SSN. All costs associated with responding to this SSN will be solely at the interested party's expense. If the SAA releases a request for proposal, it will be synopsized on the Federal Business Opportunities and GSA eBuy websites. Potential Offerors are responsible for monitoring these sites for additional information pertaining to this requirement. All requirements listed below are mandatory unless otherwise noted. This synopsis contains the currently available information and is subject to change at any time. REQUIREMENTS: The key functional requirements under consideration for the application(s) shall include, but are not limited to, the following functionality: 1. Digitally manage photos and other digital assets, e.g. digital asset management; 2. Enter orders and track them to fulfillment, e.g. digital or e-commerce; 3. Order fulfilment, e.g. order management; 4. Provide data mining or some similar capability to allow the extraction of assets requested by customers from a central data repository and the capability to compress and transfer these files electronically and deliver them to the customer via a web browser; 5.Provide advanced functions such as back office capabilities, customer and financial services, automated invoicing, appointments importing (as metadata) and billing data exported to a web portal must also be possible 6. Customer access to the application anywhere, anytime, any device; 7. Digital photo printing; and, 8. Export digital or e-commerce orders into QuickBooks Pro 2018. An integral purpose of this Sources Sought is to identify and understand what is available on the market; more than one product may be required to obtain the full functionality of requirements (1) through (8). The product(s) will need to integrate to meet the Senate requirements. Vendors expressing an interest should provide appropriate capability statements that include the following information: 1. A description of the ability to provide the capabilities as listed in (1) through (8) above. 2. Description of the organization's experience and past performance with large integrations, including any multi-tiered application with a digital asset management core. 3. Outline of how the SAA would deploy the application. 4. The application's ability to exchange information or communicate with other applications using standard network protocols. 5. Outline the ability to augment, without source code, changes to the application's functionalities. 6. A list of current customers. 7. Product list, price list and product literature. Your response to each requirement must include paragraph numbering identifiable to items listed above In addition, submissions must include: a) Past performance experience/information for a minimum of three (3) contracts of similar scale, that have been performed during the past three (3) years that involve use of capabilities and products relevant to those necessary for the Senate's requirements, including contract number, customer name and address, and brief synopsis of work performed relevant to requirements (1) through (8). b) Organizational information including (i) company name and address; (ii) Dun and Bradstreet number; and (iii) point of contact name with telephone and e-mail address. The information contained in this notice will be the only information provided by the Senate during the RFI/Sources Sought process. All qualified sources should respond to this notice by submitting an information package in accordance with the instructions provided. Contractors responding to this notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only contractors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the third quarter of Fiscal Year 2019. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. INSTRUCTIONS: Responses to this RFI/ Sources Sought request are due to the POC no later than June 17, 2019, at Noon and shall be submitted electronically via email only to the attention of Nicole A. Barnes at acquisitions@saa.senate.gov. The subject line of the email message shall be: 2019-S-048 entitled "Photographic Studio Operations & Management Solution". No other method of transmittal will be accepted. The response shall not exceed twenty-five (25) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
