Description
Fire Apparatus PWS The Mission and Installation Contracting Command, Fort Belvoir requests information concerning the availability of any and all capable sources to perform annual preventative maintenance services and proprietary repairs on fire apparatus at vendor or customer location, required for Detrick, MD as described in the draft PWS, attached. Period of performance is a base year and four option years. RFI is being conducted as Market Research in accordance with FAR Part 10 to determine all interested and capable sources prior to formalizing the Government's acquisition approach. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 10. This is not a solicitation announcement. This is a sources sought synopsis only. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. If you are interested and are capable of providing the required supplies, please provide the requested information as indicated below. Responses to this notice should include: company name, address, point of contact, DUNS number, CAGE Code, size of business pursuant to the following: Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.) Is your company considered small under the NAICS code identified under this RFI? If not, is your company considered small under a related NAICS code? Does your company have an FSS contract with GSA or any other federal contract? If so, please provide the contract type and number. If you are an FSS GSA or other federal contract holder, are the referenced services available on your schedule/contract? BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR (WOMEN-OWNED) SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. The U.S. Government desires to procure these services on a woman-owned small business (WOSB) set-aside basis, provided 2 or more qualified WOSBs respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement outlined in the associated Performance Work Statement (PWS) at a fair market price. Responses should include technical capability statement which demonstrates experience with /certifications for inspection/maintenance/repair of fire apparatus. Provide information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Resumes of personnel with these specialized skills/certifications is encouraged. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. Questions, comments and suggestions are also being sought. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
