Description
The subject solicitation opens on 10/7/19 and closes on 10/22/19 at 3:00 PM Eastern Time. The solicitation can be found on the DIBBS website, https://www.dibbs.bsm.dla.mil/ as RFP SPE300-19-R-X049. This is a request for information (RFI). CONUS SPV contractors provide food products such as canned items, dry items, chill items, ultra-high temperature (UHT) dairy items, frozen bakery products, frozen meats, frozen seafood and poultry, ice cream, eggs and other dairy products under the contracts. Information on current DLA Troop Support CONUS SPV contracts can be found at: http://www.dla.mil/TroopSupport/Subsistence/Foodservices/Regions/CONUS.aspx. DLA Troop Support's CONUS Subsistence Prime Vendor (CONUS SPV) Program is interested in your comments regarding full service food support to our military (Army, Navy, Air Force, and Marines) and federally funded customers in Virginia, Delaware, Maryland, and Washington D.C. area. There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. The sole purpose of this RFI is to conduct Market Research. The NAICS Codes associated with this RFI are 311999 and 424410. Discussion: DLA Troop Support may incorporate changes in acquisition strategy in this generation of CONUS SPV solicitations. 1. Use of Low Price Technically Acceptable (LPTA) source selection procedures, with all evaluation factors and significant subfactors that will affect contract award, clearly stated in the solicitation. Please respond to the following: 1. Provide a brief description of your company (name, address, type of business; business size, CAGE Code if applicable, country of origin). 2. Subsistence Prime Vendor support includes, but is not limited to: sourcing food items; receiving and consolidating product; warehousing and inventory management; quality control, quality assurance, and inspections; transportation and security of product; personnel management; meeting required delivery dates and fill rates; and extensive reporting requirements. Total yearly sales for the Virginia, Delaware, Maryland, and Washington D.C. areas are estimated at $7.5 M. a. Does your firm currently have any commercial and/or government business in the Virginia, Delaware, Maryland, and Washington D.C. area areas? Or alternatively, describe your firm's experience with the N Virginia, Delaware, Maryland, and Washington D.C. areas. b. Can your firm manage the volume of business described above? Where are your warehouses presently located? What is the dollar value of product going through your warehouses on an annual basis? c. What are the potential concerns that you see that may impede/impact your ability to deliver the necessary supplies to the customers in the Virginia, Delaware, Maryland, and Washington D.C. areas? 3. If or when a solicitation is issued for the Virginia, Delaware, Maryland, and Washington D.C. areas, does your firm intend to participate in the bidding process?
