- Dear Interested Parties, The United States Agency for International Development for Yemen (USAID/Yemen) intends to issue a Request for Proposals (RFP) for a five-year contract for USAID/Yemen Continuous Learning and Evaluation (YCLE). The purpose of the Yemen Continuous Learning and Evaluation program (YCLE) is to provide a wide range of services to USAID to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen programs; and learn and adapt for improved effectiveness. This contract will result in strengthened Monitoring, Evaluation, and Learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. YCLE will serve as USAID/Yemen's centralized performance management support mechanism. The Contractor will work collaboratively with the Mission's staff and implementing partners (IPs) to provide fast, flexible, robust, and rigorous monitoring, evaluation, learning, and related support under a single integrated contract. YCLE will contribute to the USG's goal in Yemen of "laying a stronger foundation for a durable peace" and ensuring continued alignment and adaptive management among all Mission activities by providing services across five components: 1.Performance and Operational Context Monitoring and Verification Services 2.Evaluation Services 3.Surveys, Analysis, Assessments, and Reporting Services 4.Collaboration, Learning, and Adaptive Management Services 5.Program Support Services For all the services provided under each of these categories, the Contractor will work closely with the Program Office and Technical Teams to augment and strengthen M&E capacity. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fbo.gov, and information may be different than what is noted above. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement.
