N0016420RJV52 - SOLE SOURCE - G3 Technology, Inc. Maintenance, Repairs, Engineering Services, Training Support, and Travel - J059 - NAICS 334220 Anticipated Issue Date: 01 November 2019 - Closing Date: 02 December 2019 - 02:00 PM EST Naval Surface Warfare Center (NSWC) Crane has a requirement for the Maintenance, Repairs, Engineering Services, Training Support, and Travel as necessary in support of the Pacer System Network-in-the-Box (NITB). The system is used to simulate an exercise environment to mimic real life scenarios for testing. The unique feature of this system is that the exercise environments must be able to simulate 2G, 3G, 4G networks simultaneously as well as provide the dual capability for both analog and digital voice calling and supports SMS and Unicode messaging. Efforts will include, but not be limited to Repair/Rework/and Maintenance, Spares and Replenishment, Engineering Support Services, Research and Development, Test and Evaluation, Redesign and Modification, Training, Data Collection, Logistics Support Services and Travel as required. The Government requirement must have all aforementioned capabilities met by one integrated system. The minimum ordering quantity for the prospective contract is one (1) On-Site Firmware/Software Upgrades & Training and the maximum total dollar value of the prospective contract is anticipated Not-to-Exceed $2 Million over a five year period. The anticipated CLIN structure is as follows: CLIN 0001 - Onsite Firmware/Software Upgrades & Training CLIN 0002 - Remote Site Support CLIN 0003 - Repair CLIN 0004 - Engineering Services The proposed contract action will use written solicitation procedures in accordance with FAR part 15 for the anticipated award of this sole source commercial acquisition. The solicitation will not be posted to the FBO website. The solicitation, changes, and any amendment(s) will be provided directly to the Contractor via electronic mail. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, G3, Technologies Inc., 10280 Old Columbia Rd, Columbia, MD, 21046, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The basis for this sole source restriction is due to duplicative cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency requirement through any other source. G3 Technology, Inc. is the only source that possesses the technical data to maintain, repair, and support the Pacer NITB System. The Government does not own nor possess the necessary Level III hardware or software documentation necessary for full and open competition for this G3 Technology, Inc. equipment. G3 Technology, Inc. owns all data rights to the Pacer NITB system equipment. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
