- This is a notice to industry of an upcoming solicitation for the potential Space and Missile Systems Center (SMC) acquisition of the Tools, Applications, and Processing (TAP) Laboratory and Overhead Persistent Infrared (OPIR) Battl espace Awareness Center (OBAC) Support Services (TLOSS). SMC plans to release a Request for Proposal (RFP) via FBO for this requirement on or after 23 October 2019. This action is expected to result in a predominately Cost-Plus Fixed Fee (CPFF) contract and will be solicited as a Small Business set aside under 541715 Size Standard 1,250. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government and does not commit the Government to making an award. This is NOT a request for statements of capability, proposals, applications, proposal abstracts, or quotations. The release of the Request for Proposal/Solicitation will have a 30 day period for receipt of offers. The purpose of this acquisition is for a performance-based support services contract to stand up a government controlled and managed data exploitation Research, Development, Test and Evaluation (RDT&E) capability called the Tools Applications and Processing (TAP) Lab, currently under demonstration in Boulder Colorado. The TAP Lab will provide an unrestricted RDT&E innovation environment for enhancing and/or developing new operational capabilities while also providing an environment accessible to other Department of Defense (DoD), Civil and Commercial Users to find new innovative uses of remote sensing data. The acquisition will also support the Overhead Persistent Infrared (OPIR) Battlespace Awareness Center (OBAC) co-located with the Space Based Infrared System (SBIRS) Mission Control Station located at Buckley AFB Colorado. Capabilities, once verified under the Tab Lab for operational utility, will be promoted and integrated into the operational system at the OBAC which will be managed by the contractor.
