Description
The Regional Health Contracting Office Pacific at Fort Shafter, Hawaii intends to issue a solicitation for a firm-fixed price, non-personal services contract for Medical Courier Services for US Army Health Clinic - Camp Casey. This requirement is for a period of performance on or around 18 November 2019 - 17 November 2020 (base period), with four (4) one-year option periods and FAR 52.217-8, Option to Extend Services. Required qualifications for medical courier services includes but is not limited to: (1) Commercial vehicle (with cooler automatically temperature controlled by sensor for medical supplies) license, all fuel and lubricants, and liability and insurance (bodily injury and property damage) up to the amount covered under FAR 52.228-8. Liability and Insurance-Leased Motor Vehicle or equivalent to the minimum amount required by the Korean Law. (2) Courier insurances which is to prevent the U.S. government from being held liable in the event of an accident once the samples are within the courier's custody; i.e. release of a biological contagion or epidemic as the result of accident, negligence. The insurance coverage is for damages and injuries that arise due to services the Contractor has rendered or completed, and if the materials the contractor is carrying and delivering is damaged or stolen during transit. (3) A minimum of 5 years of experience in handling and transportation of medical materials. (4) Documentation of its ground transport personnel indicating that they have satisfactorily completed training on transportation regulations of biohazards, notification procedures in case of accidents or spills, and patient confidentiality practice in compliance with local, DoD, and ROK regulations, every 3 years. (5) Capability to provide a replacement vehicle and driver that meet the above qualifications. The proposed acquisition will be solicited as unrestricted. The NAICS code for this proposed procurement is 492110 and the annual size standard is 1,500 employees. The solicitation will be available on the Federal Business Opportunities website (https://www.fbo.gov/) on or around 16 October 2019. No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.
