Description
NASA Goddard Space Flight Center has a requirement to procure Engineering services and support required from the University of California at Davis (UCD) Crocker Nuclear Laboratory (CNL) to aid NASA in accomplishing the radiation testing of microelectronic and photonic elements (e.g., parts, boards, subassemblies, systems, etc.). This synopsis has been prepared with the intent to award on a sole source basis to University of California, Davis, 1850 Research Park, Drive, STE 300, Davis, CA 95618 University of California, Davis is the only facility to provide the required engineering services and support to cover the time and access to the proton beam testing facility that NASA requires to fulfill its beam test needs and the necessary instrumentation to accomplish the complex tests required by NASA. The North American Industry Classification System (NAICS) for this requirement is 611310: Small Business Size: $27.5M. This announcement constitutes the notice required by FAR 5.201. All questions and responses concerning this notice shall be emailed to Ronda Stone at ronda.r.stone@nasa.gov. Interested parties must identify their capability in writing to the above email address no later than 3:00pm EST, Tuesday October, 22, 2019. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. However, a determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is soley within the discretion of the Government. CNL shall incorporate special testing configuration characteristics to meet NASA requirements. This can be accomplished as a separate order to provide services and support to set up requirements necessary to accomplish proton beam testing of elements as set forth in the SOW. CNL shall provide access to their cyclotron particle beam for radiation effects testing to meet agreed upon schedules under this agreement. The CNL shall provide test instrumentation and capabilities which meet the requirements set forth in this SOW. The CNL testing facility shall be available, as scheduled, for particle beam testing for the full duration of the agreement. The facility shall be available for a minimum of eight hours per day, which includes one hour for tuning plus seven hours of beam time. After the minimum per day is met, charges shall accrue in 1-hour increments. In a case where three or more consecutive days are reserved, the last day can be a minimum of 4 hours. There shall be no additional charge for technician time. NASA gives no minimum guaranteed time of use. II. RADIATION TESTING REQUIREMENTS - GENERAL IV. PROTON BEAM CHARACTERISTICS V. BEAM TIME LOG AND PURCHASED BEAM TIME EXPIRATION VI. SCHEDULES Individual schedules shall be delineated under each order under this agreement the Testing need by date: 10/24/2019. VII. DELIVERABLES AND DATA REQUIREMENTS A. CNL shall provide: 1. All logged data from individual radiation tests. This information shall be delivered within one week of test completion. Test completion date will be indicated on each corresponding task order. 2. A quarterly status report of hours remaining in block beam time buys. 3. Any additional end items and data requirements will be addressed in each specific task order.
