Description
U.S. Army Combat Capabilities Development Command - Chemical Biological Center (CCDC CBC), Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment Program (10 U.S.C. § 2508), in conjunction with Army Contracting Command - Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. § 2371b. Cornerstone was architected to create a broad-based, flexible and enduring public-private consortium focused on strategic strengthening of the U.S. Manufacturing and Defense Industrial Base and provides a strong complement to the mandates in Presidential Executive Order 13806. ACC-RI, on behalf of CCDC CBC and the US Army Corps of Engineers Engineer Research and Development Center, intends to issue a competitive Cornerstone Initiative Request (CIR) for High Performance Materials and Structural Systems on or after 21 October 2019, with an estimated closing date of 10 business days after issuance. The CIR for High Performance Materials and Structural Systems is restricted to Cornerstone consortium members. The CIR will solicit white papers for one (1) fixed amount OTA with incremental payments made upon completion of specific milestones. The base period of performance is estimated to be two years, with options extending to a total period of performance of three to six years. A non-competitive follow-on production OT may be awarded following a successful prototype. The objective of this effort focuses on development of advanced lightweight materials and structural systems, specifically designed for logistic, mobility, and energy supply chain enhancements. Tasks include the development of enhanced modeling and simulation techniques and computational analysis tools to support the military engineering missions of force projection, maneuver support, and force protection. The effort will focus on the areas of advanced materials and multi-scale modeling development for next generation force projection and force protection systems including concrete, composites, and hybrid material systems, multi-scale modeling of materials, and new formulations for capturing cumulative material damage from dynamic loads. Strategic materials of interest include cementitious and cementitious composite materials, hybrid thermoplastics, thermosets, nanocellulose, metals, geomaterials, and composites thereof. Final objectives are to decrease logistical costs, increase mobility, and improve the performance and advanced materials for force projection and force protection. Performance properties of interest include traditional structural design properties and Army-centric properties such as blast and ballistic protection. The CIR for High Performance Materials and Structural Systems will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
