Description
W9128F20B0003 On or about 23 October 2019, this office will issue Invitation for Bid (IFB) for the construction of the Fire Station Support Facility, Fort Carson, Colorado. The solicitation will close on or about 23 November 2019. This solicitation is set aside for ALL SMALL BUSINESS. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. FAR and DFARS Representations and Certifications can be submitted at https://www.sam.gov/. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer. Provisions in the solicitation documents will provide a site visit date and detailed information (meeting place, time, points of contact, and access requirements). DO NOT submit requests for plans and specifications to the site visit personnel. See ‘Obtaining Solicitation Documents' below. Project Description (approx. quantities): The project includes an Apparatus Bay for three small fire trucks; living quarters with five Dorm Rooms (the area where the firemen sleep, shower, eat and relax) and the Administration area for basic operations, communications, and training. This project will provide emergency back-up power for the Apparatus Bay lighting and doors, communication functions, and all associated equipment. Support facilities include privately owned vehicle parking, sidewalks, lighting and landscaping. Air Conditioning is required. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. The project site borders a Historic neighborhood so Colorado State Historic Preservation Office consulting will be required. Additionally, adequate sanitary sewer is not available in the area so a septic drain field system will be required, which can most-likely be permitted at the county level. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in 365 days after receipt of NTP. Provisions will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required. The above project description is for information only. Project scope of work is subject to change. The estimated construction cost of this project is between $4,000,000 and $6,000,000. Bidders (Offerors): Please be advised of online registration requirement in the SAM, https://www.sam.gov/ and directed solicitation provisions concerning representations and certifications. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
