- N0016420GWS46_0001 - SOLE SOURCE - ENGINEERING SERVICES FOR THE JOINT TACTICAL TERMINAL - RECEIVER (JTT-R) -PSC R425 - NAICS 541330 Issue Date: 08 October 2019 - Closing Date: 23 October 2019 - 2:30EST This solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, please access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane has a requirement for engineering services/supplies associated with the Joint Tactical Terminal - Receiver (JTT-R), in support of the Airborne Electronic Attack (AEA) Fleet Support Team (FST). The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, DRS Advanced ISR LLC. 2601 Mission Point Blvd, Ste 250 Beavercreek, OH 45431-6600, under the authority of FAR 6.302-1(a)(2)(iii)(A). This is being sole sourced because no source other than DRS currently has the requisite knowledge and experience to satisfy the agency's requirements. Utilizing another source would result in significant duplication of costs and time delay. The proposed procurement is under the North American Industry Classification System code (NAICS) 541330 - Engineering Services. The anticipated ceiling maximum of the BOA is estimated to be $32,680,000.The period of the BOA is expected to be five years. The primary place of performance will be at the contractor facility. Periodic review and synopsis of the BOA Job Orders will be performed by NSWC Crane. Individual Job Orders will specify required tasks and all applicable delivery terms and conditions. It is anticipated that the proposed BOA will be issued October 2020. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. Job Order 0001 under the BOA will be for Engineering, Logistics, Repair Services Order with DRS ISR LLC Advanced to support the AEA FST. This Job Order will be a CPFF contract with an anticipated award date of 04 September 2020. A formal solicitation will not be posted to the FedBizOpps website. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
