Description
Request for Proposal with attachments This modification/amendment updates the solicitation number to reflect the current fiscal year, adds the RFP document with attachments, and udates the response date. The Defense Logistics Agency, Aviation Wing, Robins AFB, GA, will acquire replenishment spare parts-Solid State Flight Data Recorder (SSFDR) applicable to the C-130 and C-5 aircraft. This is a sole source requirement under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for L3 Aviation Products, Inc. L3 is the only known source with adequate knowledge of the SSFDR, and possesses the required technical data and capabilities needed to produce this item. The Government does not own the data for this NSN. NSN: 6610-01-501-1161 P/N: 2100-4042-53 NOUN: Solid State Flight Data Recorder (SSFDR) SPRWA1-20-R-0005 (previously SPRWA1-19-R-0066) is a request for proposal for a firm-fixed price requirements contract consisting of one 12-month basic ordering period and one additional 12-month ordering period, for the delivery of a total quantity of 12 each assets to the Government. Detailed drawings are not available from the procuring activity. The Government does not own the data for this part. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is anticipating using the policies contained in FAR Part 15, Contracting by Negotiations, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government requirement with a commercial item within 15 days of this notice. Electronic responses are required for this solicitation. Please provide responses to christine.tomlinson@us.af.mil by 4:00 P.M. EST on the above stated Response Date.
