- Description
- 1. This acquisition will be solicited under full and open competition. All work under this acquisition will be performed in Japan. Accordingly, there is no restriction on foreign participation as long as offerors adhere to the requirements of the solicitation, are registered to conduct business in Japan, and comply with all regulatory, industry, and business requirements to perform the required work in the country of Japan. Also, the U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation. 2. The resulting contract will include a single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements for a 12-month base period that includes a 90-day phase-in period and four (4) one-year option periods. 3. The scope of work includes, but is not limited to, provision of all labor, management, supervision, tools, materials, and equipment necessary to provide grounds maintenance services located at Marine Corps facilities throughout Northern Okinawa, Japan, namely: Camp Courtney, Camp McTureous, Ammunitions Supply Point (ASP) #2, Camp Hansen, Camp Schwab, Henoko Station, Northern Training Area (NTA), and Central Training Area (CTA). 4. The Government intends to utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors that include: Management Plan and Technical Approach, Safety, Corporate Experience, and Past Performance. 5. The anticipated release date for the solicitation is on or about 30 Sep 2019. The solicitation will be advertised for 30 days and proposals will be due for submission at NAVFAC Far East Camp Butler, Okinawa, Japan. 6. The solicitation documents will be posted on Federal Business Opportunities (FBO) website, www.fbo.gov. Interested parties can view specific information pertaining to this procurement as it becomes available. It is, and will continue to be, the sole responsibility of all potential offerors to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list.
