- Background Information Sandia National Laboratories (SNL) has developed a prototype tethered multi-rotor system (TMRS). The tether provides power and high bandwidth fiber optic communication. SNL is seeking commercial respondents who are interested in investing in the further development of this technology to create a ruggedized product that could be deployed in the field. Sandia National Laboratories is a multi-mission laboratory managed and operated by National Technology and Engineering Solutions of Sandia, LLC., a wholly owned subsidiary of Honeywell International, Inc., for the U.S. Department of Energy’s National Nuclear Security Administration under contract DE-NA0003525. Opportunity Description SNL is seeking a collaboration with an industrial partner who has proven experience in design, manufacturing, and integration of multi-rotor aerial systems. The objective of this collaboration would be the joint development of a hardened version of the TMRS prototype. The hardened version will provide the path to commercialization/deployment of the technology. Qualified partners will contribute in-kind support in the form of staff to participate in the development and design and facilities to assist in the fabrication and integration of the updated TMRS. What the Lab Brings to the Collaboration The Robotics group at SNL has been developing high-consequence robotic and automation solutions for more than 25 years. SNL Robotics has an established and documented small unmanned aerial system (sUAS) pilot program with flight experience on a variety of sUAS in the fleet. We have both indoor and outdoor netted flying test areas as well as areas within our facility with Federal Aviation Administration (FAA) approvals for outdoor flight. Besides expertise in sUAS, SNL brings a breadth of other engineering knowledge and expertise to the development of the TMRS. Additional available expertise includes: optical communication design, radio frequency (RF) expertise, software development, high voltage power engineering, control system development, and mechanical design. Information Sought A detailed description of relevant background experience, expertise, and capabilities that could be brought into a collaborative partnership with SNL is being sought. The following information is being requested (in addition, interested parties may provide additional relevant information as needed): · Description of experience, expertise, and capabilities in the development, fabrication, and integration of sUAS multi-rotor systems. · Description of experience and expertise with deploying/fielding sUAS and/or multi-rotor systems. · Description of experience developing high-reliability and ruggedized systems for field deployments. · Description of other relevant experience, expertise, and capabilities. Instruction to Respondents Interested parties that meet the Mandatory Requirements provided below are invited to respond to this FBO. Any information provided in response to this FBO will not be returned. All responses are voluntary, and SNL will not pay for any information submitted in response to this FBO. Only electronic submissions will be accepted. Reponses should be email to dscallo@sandia.gov and should include the FBO Title and submitting organization’s name in the subject line. Attachment size should not exceed 30MB and only the following document types will be accepted (.doc,.docx,.pdf,.pptx.,.ppt,.mov,.mp4). Evaluation Criteria SNL will evaluate all responses and select prospective parties with which to engage in further discussions based on the following criteria, pursuant to SNL’s Technology Transfer mission: Mandatory · Meet the DOE requirement of enhancement or accrual of economic and technological benefits to the U.S. domestic economy through the technology transfer. o Required by the DOE in the Technology Transfer Act of 1989 A U.S. firm able to enter into a CRADA agreement with SNL to continue development and design hardening of a tethered multi-rotor system. · Provide experience, expertise, and capability developing custom aerial systems for commercial and/or military use. · Provide fabrication and integration facilities that support production to scale for delivery of final system to customers. Desired · Provide experience, expertise, and capability developing ruggedized systems capable of continuous function in harsh environments. · Provide experience, expertise, and capability developing field-maintainable systems.
