- The National Geospatial-Intelligence Agency (NGA) intends to award a sole source labor hour contract to Richard Szafranski, LLC, 6927 Conservatory Lane, Charlotte, NC. 28210, for expert independent consulting services under the authority of FAR 13.501 and utilizing FAR Part 12, Acquisition of Commercial Items, procedures in conjunction with FAR Part 13, Simplified Acquisition Procedures. The procurement is for subject matter expert advice to NGA senior executives and engagement across the Intelligence Community at the senior executive level in the areas of change management, performance management, performance improvement, workforce recruitment and development, review of analytic findings from multiple sources on matters of national security related to NGA's mission, and broader discussions on global trends, GEOINT tradecraft standards, and emerging technologies. NGA believes Mr. Szafranski is the only source reasonably available to satisfy this requirement. Mr. Szafranski possesses a unique expertise and historical knowledge of the NGA environment based on consultancy experience under previous leadership at the agency. He has worked with senior leaders in multiple agency directorates and is intimately familiar with the planned future state of NGA. He also possesses a strong knowledge of Intelligence Community operations and its challenges. No competition is being sought. The period of performance will be for one (1) year after contract award with one (1) additional 12 month option period, for a total of 24 months. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement may give written notification no later than 12 pm EST on Monday, May 14, 2018. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
