- MARS IV REQUEST FOR PROPOSAL Combined Synopsis/Solicitation - FA9300-19-R-0001 This is a combined synopsis/solicitation for commercial products prepared in accordance with (IAW) the format in FAR part 13 as supplemented with additional information included in this notice. This solicitation also uses the Contracting by Negotiation procedures in FAR Part 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2019-05, AFAC 2018-0525 and DFARs Change Notice (DPN) 201900809. NAICS is 561110 with a size standard of $8M. Federal Supply Class/Service (FSC) code is R799. This is a commercial acquisition, with 100% Total Small Business Set-Aside, IAW FAR 19.502-2(b)(1). The Air Force Research Laboratory (AFRL), Edwards Air Force Base, CA is seeking to acquire the following service: Management Administrative Resources Services (MARS) IV: The services to be performed shall be non-personal and are not inherently governmental. The contractor shall provide all personnel, supervision, equipment, tools, materials, vehicles, services and other items necessary to perform business reporting and management administration support functions as defined in this Position Work Statement (PWS). Support will include the following functions: •- General administrative •- Financial management •- Scientific and Technical Information Office (STINFO) •- Small Business Innovation Research (SBIR) •- Force development manager •- Security office support •- Quality assurance •- Records management located at various buildings at AFRL RQ-West.
