Description
1. NOTICE: This is not a solicitation, but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. This announcement is an expression of interest and does not commit the government to pay for proposal preparation costs. 1.1 The purpose of this Sources Sought/RFI is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 236220 Commercial and Institutional Building Construction which has a corresponding Size Standard of $36.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements along with a description of similar services offered to the Government, and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 AFSC OL:H/PZIEB is seeking sources for the MACC IV. The following information is provided to identify potential contractors that have the skills, experience, and knowledge required to successfully provide the described services. 2.2 The work will consist of multiple disciplines in design and construction such as maintenance, repair, and alteration of real property, as well as new construction of facilities supported by Hill Air Force Base (HAFB), Utah. During the life of the contract, projects will be identified as task orders and will be competed amongst those successful contractor(s) who receive a basic contract under the Design Build MACC IV. The contractor shall furnish all equipment, tools, supervision, labor, material, quality control, and other items necessary to safely design, manage, and accomplish a broad range of repair, modification, and construction tasks on various real property facilities. Tasks include design, selection, fabrication, installation, modification, and test on various facilities and interfacing equipment. Tasks involve a variety of disciplines such as design, demolition, reclamation, utilities, excavation, structures, electrical, mechanical, architectural, and other specialty and general construction work. The information requested by this RFI will be used within the USAF to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of the USAF, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked. 2.5 See attached Draft Performance Statement of Work (SOW) for additional details. 3. Industry Response: 3.1 Size Status under NAICS Code 236220 3.1.1 State whether your business is a large or small business. 3.1.2 State which, if any, socioeconomic status your business claims. 3.2 Provide responses to the attached questions using the provided spreadsheet. Responses to each question must not exceed 200 words. 3.3 Review the attached SOW to provide feedback, if any, regarding the MACC IV requirement. 3.4 Responses to this notice are not offers and cannot be accepted by the government to form a binding contract or agreement. The government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in a future solicitation, if one is issued. NOTE: The government values any input provided by industry to improve this acquisition. 4.
