Description
This SOURCES SOUGHT NOTICE (SSN) is issued to assist the Strategic Systems Programs (SSP) in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Description of Requirements Probability and Statistical Services are needed to provide expertise for the analysis of missile systems and their potential failure modes. Potential sources must have fifteen (15) years of experience and have the ability to perform or have a thorough understanding of the following: 1. Missile Performance Evaluation and MRR-Missile Reliability Reports 2. Be able to conduct Safety Critical Assessments such as: - Fallback - Drive back 3. Failure Analysis 4. Fault tree Analysis and generation of statistical models 5. Root Cause Analysis 6. Probabilistic assessments of known and emerging reliability issues with emphasis on critical safety systems - Characterization of program risk 7. Generate and deliver new models and techniques for use on FBM program. 8. Publication of selected new techniques to illustrate correctness of the theory developed. 9. Provide course material as needed for engineers in the fields of probability, statistics, and data analysis. 10. Provide graduate pre-doctoral students with opportunities to gain knowledge and skills with statistical modeling within the FBM program. All listed items above requiring analysis or evaluations must be independent of design and production agents. The integration of these items listed above is critical to their successful accomplishment; therefore this is considered a single requirement that cannot be satisfied by severable tasks. Capability Package Submittal Requirements Interested sources should submit a capability package in Microsoft Word (Office compatible format) or PDF format using Times New Roman 12 point font and 1" margins. Packages are limited to a total of 10 pages and are due no later than 11 November 2019, 12:00pm EST. Please submit via e-mail to Lon Wang at lon.wang@ssp.navy.mil.
