Special Notice / Prospectus / Presolicitation Notice 1205G120R0001 Riverside Mine and Peewee Falls Viewpoint Site Development Sullivan Lake Ranger District Colville National Forest The Sullivan Lake Ranger District on the Colville National Forest proposes to contract for construction activities on the eastside of the Boundary reservoir to improve recreation opportunities east of the Pend Oreille River. The proposal is estimated to be solicited during the winter of 2019/2020. Improvements will consist of, but are not limited to, road reconstruction, clearing and grubbing, new road and accessible trail construction, new trail elevated viewing platform construction, rock buttress slope stabilization, aggregate surfacing placement, and vegetation establishment. New trailhead construction includes installation of vault toilets, concrete cast-in-place accessible parking stalls, kiosks, and other recreation site features. The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. Proposed projects areas are located on the National Forest land in Pend Oreille County, Washington State: The sites are approximately 18 miles NE of Ione, WA. North End of Project at Junction of Crescent Lake Road and Forest Road 3165325: 117°19'37.1"W, 48°59'16.9"N North End of Project at Peewee Falls Viewpoint: 117°20'22.7"W, 48°58'32.4"N South End of Project at Junction of State Highway 31 and Forest Road 3100172: 117° 19'00.1"W, 48°55'18.7"N South End of Project at Riverside Mine Viewpoint: 117° 20'05.9"W, 48°55'07.3"N See the attached map for more information. It is estimated that draft plans will be attached to this notice in a couple of weeks for informational purposes and are subject to change prior to the solicitation. The period of performance for the contract is estimated to be begin July 1, 2020 with a completion date of October 15, 2021. The project is estimated to be between $1,000,000 to $5,000,000. The project may include optional items for different stages or areas of the contract. A bid guarantee will be required. The awarded Contractor will have to provide both payment and performance bonds. There will be an optional pre-solicitation tour, onsite meeting on Wednesday October 30, 2019, at 1:00 p.m. at the Boundary Dam Vista House (48°59'23"N, 117°20'46"W). The tour will involve cross-country travel on foot to view new road and trail construction first at Peewee Falls Viewpoint and second at Riverside Mine Site. Estimated issue date of the solicitation is on or about the middle of April, 2020 (or sooner). Proposals are estimated to be due the middle of May (or sooner). The actual due date will be listed in the solicitation. The solicitation will be posted on this site. This acquisition is 100% set-aside for HubZone small business concerns. NAICS code is 237310, size standard is $39.5 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date. Notes: Potential offerors are encouraged to visit the units this fall to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that may affect the price of their offeror to the extent the information is obtainable. The enclosed information is provided so that potential offerors will have an opportunity to visit the representative sites while they are still accessible. Some changes from this notice may occur from the actual solicitation, but the enclosed information is a representative of work to be done. In no event shall failure to inspect the site constitute grounds for a claim after the contract has been awarded (reference FAR Clause 52.236-27). The Government assumes no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of a contract, unless such understanding or representation the Government is expressly stated in a subsequent solicitation and contract. Funding for this requirement is currently not available, but is anticipated for this fiscal year 2020. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.
