- Notice of Intent to Award Sole Source Intent of the Notice: In support of the Program Executive Office for Special Operations Forces Warrior (PEO SOF Warrior) with Program Executive Office Simulation, Training and Instrumentation (PEO STRI), Project Manager Instrumentation, Targets, Threat Simulators and SOF Training Systems (PM ITTS), the Army Contracting Command - Orlando (ACC - Orlando) intends to issue a contract to QuantaDyn Corporation on a sole source basis as the only responsible source that can readily provide a Joint Terminal Controller Training and Rehearsal System (JTC TRS) based Joint Terminal Attack Controller (JTAC) training and mission rehearsal family of systems to meet USSOCOM requirements. Requirements: Field a family of training systems (Deployable, Classroom, and Immersive Configurations) with the exact hardware and software baseline of the U.S. Air Force (USAF) JTC TRS to 1) maintain commonality and standardization with USAF-funded, fielded, accredited, and supported systems to Air Force Special Operations Command (AFSOC) units; 2) leverage the existing cybersecurity posture and approved Authority to Operate (ATO) from the USAF Program of Record (POR); 3) leverage the existing Joint Fires Support Executive Steering Committee (JFS ESC) accreditation in Type 1, 2, and 3 Terminal Attack Control (TAC); 4) remain common with the USAF PoR for future training and mission rehearsal interoperability, economies of scale, cost savings, and the sustainment pipeline. After extensive market research, the Government has determined that existing JTAC training systems do not meet all of the requirements listed above, which would detract from critical training and mission rehearsal, as well as add cost and schedule that exceeds the current Fire Support - Mission Training and Preparation System (FS-MTPS) PoR baseline. Using the USAF JTC TRS as the USSOCOM baseline provides commonality and interoperability within the existing systems fielded to AFSOC, leverages existing cybersecurity posture and JFS ESC accreditation, and saves millions across the lifecycle of the program given the already significant USAF investment and non-recurring engineering into the JTC TRS architecture, capabilities, and simulated military equipment, escalating cost of cybersecurity/ Risk Management Framework, and sustainment of a low density USSOCOM footprint. Per FAR 6.302-1(a)(2)(i)(A), an award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Brief Description: USSOCOM's Program Executive Office for SOF Warrior (PEO SW), as the FS-MTPS Milestone Decision Authority (MDA), has designated PEO STRI's Product Manager for SOF Training Systems (PdM STS) as the executing agent for this acquisition. The USSOCOM requirement is to develop, field, and sustain FS-MTPS to support certification, qualification, critical task list training, and mission rehearsal requirements for the SOF JTAC. There are three required configurations, which include a fully immersive system, classroom system, and a deployable system. The immersive and classroom configurations provide a fully realistic simulation, which addresses multiple phases of training to include proficiency, readiness, and mission preparation. The deployable configuration will support Host Nation/Partner Nation (HN/PN) training, as well as internal currency and rehearsal requirements when a JTAC is away from the garrison unit during training and/or forward-deployed. In 2006, the Department of Defense (DoD) designated the USAF as the lead agency for JTAC training programs, and in 2008 the lead acquisition activity for training simulation. The USAF contract vehicle with QuantaDyn Corporation has reached its ceiling, and therefore the immediate USSOCOM FS-MPTS requirement cannot be met using this current contract vehicle. In order to meet the Initial Operating Capability (IOC) Requirement defined in the Capability Development Document (CDD) for FS-MPTS Systems to be accredited and delivered in FY20, an immediate contract vehicle is required with the same source capable of fielding USAF-procured JTC TRS. The future USSOCOM FS-MPTS requirements will be included in the USAF's follow on JTC TRC contract vehicle, which is currently strategized as a competitive effort. Responses : The proposed contracting action is for training systems, components, and technical support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested firms may identify their interest and capability to meet the requirement and submit their response by 12:00 PM EST October 25, 2019. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
