- Call 004 (2-Step) - The Air Force Research Laboratory (AFRL) is issuing a call for white papers under the STAT BAA to solicit industry approaches for a Skyborg System Design Agent (SDA). Call 004 (2-Step) - The Air Force Research Laboratory (AFRL) is issuing a call for white papers under the STAT BAA to solicit industry approaches for a Skyborg System Design Agent (SDA). The greater Skyborg program will directly support the initiatives outlined in the 2018 USAF Artificial Intelligence Strategy and the 2019 Executive Order of Maintaining American Leadership in Artificial Intelligence (AI). The Air Force has committed to executing the appropriate transition plans across resources, missions, and organizations as technology development objectives are achieved. This Skyborg SDA effort consists of incremental program phases that correspond to the overall program goals. A detailed description of the phased SDA statement of objectives is contained in a separate For Official Use Only (FOUO) Supplement to the call. The objective of this call for white papers is to gauge industry interest, determine the industrial base, validate cost estimates, and solicit industry approaches to a software-centric SDA. After a review of the submitted white papers, the Skyborg program office plans to issue a formal Request for Proposal (RFP) to selected respondents as the second part of the call process. The USG anticipates one or more respondents will be notified to submit a proposal. However, the USG anticipates only one Skyborg SDA award in FY2020. Further details on the SDA concept can be found in Section I.2. of the call.
