- UTV Training and Supply Chain Management RFI PDF Sources Sought - Request for Information (RFI) Utility Task Vehicle (UTV) or Power sports equivalent vehicle Training and Supply Chain Management Request for Information (RFI) NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes; and does not constitute an invitation for bids, a Request for Proposal (RFP), a solicitation, a request for quotes, or an indication the Government will contract for the items contained in this notice. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Direct any and all inquiries to the point of contact via e-mail. 1. Background and Description. Program Executive Officer Land Systems (PEO LS) Program Manager (PM) Light Tactical Vehicles (LTV) is conducting market research to seek information from potential sources capable of providing operator training, maintainer training, and supply chain management support for a UTV, or equivalent Commercial Off-the-Shelf (COTS) power sports vehicle. The Government will use this information to inform the future sustainment support strategy. 2. Objectives. PM LTV is issuing this RFI to determine the capability of Industry to provide operator training, maintainer training; and supply chain management for a UTV or equivalent power sports vehicle. Training would occur onboard military installations (CONUS/OCONUS) with ranges and classrooms provided by the Marine Corps. Capabilities that should be addressed include: a. Operator Training. Training adequate to equip drivers to drive on Recreational Off-Highway Vehicle Association (ROHVA) trail levels III and IV. a. Primary Training Focus areas i. Operate the automotive systems and components of a UTV ii. Conduct operational checks and services of a UTV iii. Drive a UTV through the ROHVA range exercises iv. Conduct a self-recovery of a mired or disabled UTV v. Drive a UTV over rough and uneven off roads and terrains vi. Drive a UTV over soft soil (sand, mud, snow) terrain and roads vii. Drive a UTV on grades and side slopes viii. Drive a UTV over/through natural and man-made obstacles ix. Tow a trailer connected to a UTV x. Drive a UTV at night b. Lead time required for Instructors to be qualified, curriculum to be developed, and first course to be conducted. i. Operate the automotive systems and components of a UTV b. Maintainer Training. Training adequate to equip technicians to troubleshoot, isolate, and repair an automotive system and/or component failure. a. Primary training focus areas: i. General engine diagnosis ii. Lubrication system diagnosis and repair iii. Cooling system diagnosis and repair iv. Air Induction and exhaust system diagnosis and repair v. Fuel system diagnosis and repair vi. Electronic or mechanical fuel system diagnosis and repair vii. Clutch diagnosis and repair viii. Transmission diagnosis and repair ix. Driveshaft and universal joint diagnosis and repair x. Drive axle(s) diagnosis and repair xi. Hydraulic or pneumatic brake system diagnosis and repair xii. Steering system diagnosis and repair xiii. Suspension system diagnosis and repair xiv. Frame inspection, service and repair xv. Non-structural analysis and repair (body) xvi. Electrical & electronic system(s) diagnosis and repair xvii. Wheel and tire changing b. Tooling Requirements. c. Lead time required for Instructors to be qualified, curriculum to be developed, and first course to be conducted. c. Supply chain management. Management of the activities required to plan, control, and execute the flow of parts from vendor to final customer. a. Primary management focus areas: i. Report parts usage by UTV S/N and forecast parts usage by geographic location ii. Storage (Contractor or Government location) iii. Inventory control (weekly, monthly) iv. Parts ordering process and system v. Tools and special tool ordering and inventory vi. Shipping (CONUS/OCONUS) b. Lead time to establish the management system, secure storage facilities, order parts, and begin shipping. •3. 3. Proprietary Information. Submission of proprietary data in response to this RFI is discouraged, however, it will be accepted. PM LTV acknowledges its obligation under the Trade Secrets Act (18 U.S.C. §1905) to protect confidential information provided to the Government. Pursuant to this statute, PM LTV is willing to protect trade secrets and observe valid proprietary restrictions placed upon data presented in response to this survey; and to protect such information from unauthorized disclosure, subject to the following: a. All data must be clearly marked PROPRIETARY and be accompanied by an explanatory text, so, that the Government is clearly notified as to what data is considered proprietary. b. Mark only portions of data that is truly proprietary. c. Proprietary information must be marked as such on a page-by-page and paragraph by paragraph basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on this basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. d. Do not mark data that is already in the public domain, is already in possession of PM LTV, other U.S. Government activities, or third parties on an unprotected basis. Do not submit any classified data in response to this market survey. e. All proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal email as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." f. Access to any proprietary data will be restricted to government personnel assigned to PM LTV and PEO Land Systems. •4. 4. Disclaimer. This RFI is an inquiry intended to conduct market research to determine the capability and level of Industry interest for training and supply chain management. This is not a pre-solicitation notice or RFP, nor will any contracts or agreements be awarded from this announcement. This inquiry does not bind the Government to solicit for, or award any contracts or agreements. Participation in this RFI from an interested party is strictly voluntary; no reimbursements will be made to any vendor for costs associated with participation. Data submitted to the Government will not be returned. Participation in this RFI, while important to Marine Corps acquisition planners, is neither mandatory nor is it a requisite for future participation by the potential offeror in forthcoming government solicitations. Acknowledgement of receipt or submittals will not be made. Availability of any formal solicitation will be announced separately. 5. Responses. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. All responses must include the following information: a. Name and address of applicant/company (Corporate/Principal Office) b. Name, telephone number, fax number, and e-mail address of point of contact c. General Service Administration (GSA) contract number (if applicable) d. CAGE Code and DUNS Number e. Business Size (under NAICS 541614 - Logistics and Supply Chain Management) f. Capabilities statement addressing, at a minimum, the primary areas detailed in objectives section 2.a - 2.c. g. Recommendations to improve the Marine Corps' approach to this requirement Electronic responses are required. It is requested that electronic responses be provided in any of the following formats: Microsoft Word 2013 or earlier, Microsoft Excel 2013 or earlier, Microsoft PowerPoint 2013 or earlier, or Adobe Acrobat. Zip files are not acceptable. Emails are limited to 10Mb in size; emails in excess of 10Mb must be broken into smaller submissions. The Government appreciates your interest and emphasizes that this RFI is for market research purposes only. This is not an invitation for bid, request for proposal, or other solicitation; and in no way obligates the Government to award a contract or other agreement. No payment will be made for responses.
