CEDC Industry Day Instructions Ramstein AB Installation Access Request Draft Performance Work Statement THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is conducting market research to determine the availability and adequacy of potential business sources in providing a commercial item that meets the Government’s requirements. This Request for Information (RFI) does not constitute a solicitation for bids or proposals and it is not to be construed as a commitment by the Government. The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. The Government is not obligated to and will not reimburse the contractor for any costs associated with preparing or submitting a response to this notice and submittals will not be returned to the sender. Program Objectives: The purpose of this contract action is to modernize Ramstein’s Component Enterprise Data Center (CEDC). The Government intends to implement an agile, highly capable, and standardized computing facility to deliver Theater IT services to authorized users in a manner optimized for performance, efficiency, and cybersecurity. Description(s): The scope of this project includes modifying Building 2039 to house a Datacenter, TIA-942 Rated 3, to meet the operational requirements for the European Theater. The CEDC will include a suite of virtualized servers. Additionally, the project will provide additional empty racks fully capable of supporting new or existing equipment with little to no modification required (equipped with power, grounding, wire management, etc). This contract does not require the transfer of any equipment from the existing CEDC to the new CEDC outlined in this PWS. Anticipated Acquisition Approach: The Government intends to use GSA’s Alliant 2 contract for this acquisition. Interested parties who are not currently part of the GSA Alliant 2 Pool should contact the GSA Alliant 2 contract pool for subcontracting opportunities. All future correspondence associated with this acquisition will be submitted directly to the GSA Alliant 2 Contractors. Submission Instructions: Interested parties may submit a Statement of Capability. The Statement of Capability must include the following information – Prospective Business Identification: 1. Company Name and Address 2. Point of Contact Name, Phone Number and Email Address 3. A website address that provides additional information about the prospective business 4. Provide any applicable affiliate information (e.g. potential joint venture or teaming partners, etc.) Responses to this request for information shall also address the following questions: 1. Describe your company’s relevant capability to provide the services in accordance with the draft Performance Work Statement (PWS), to include any relevant experience at overseas DoD installations in general, and within USAFE/AFAFRICA specifically. 2. Include a brief history of your company and relevant experience. 3. Describe your company’s experience in constructing TIA-942 Rated 3 Data Centers 4. To help the Government improve the quality of the final PWS, please provide any feedback on the draft PWS included in this request for information. The Government requests that feedback be submitted in the comment resolution matrix. Interested parties are requested to limit their responses to 10 pages. The Government will host an Industry Day and Site Visit 12-14 November 2019 at Ramstein AB, DE. A draft schedule has been attached. The industry day will include a visit to the sites where the work will occur, as well one-on-one discussions with interested parties. Each interested party will be allotted a 30 minute one-on-one discussion, and will be permitted to ask questions about the solicitation and any documents that have been received to date. Capability Statements and requests to attend Industry Day shall be submitted no later than 1500 CEST, Wednesday 30 October 2019. In order to obtain access to Ramstein AB interested parties must complete the Rams tein Air Base Installation Access Roster Request. This form must be submitted via DoDSAFE no later than 1500 CEST, Thursday 31 October 2019. Additional Industry Day instructions are attached. Once received the Rams tein Air Base Installation Access Roster Request is received, the Government will confirm your attendance and provide you with a time-slot for one-on-one discussions.
