Description
Full description of required services, instructions to offerors, evaluation criteria and applicable terms and conditions. The Government requires a third party independent quality audit evaluating the Joint Program Executive Office of Chemical, Biological, Radioactive and Nuclear Defense's (JPEO-CBRND) Advanced Development and Manufacturing (ADM)) facility's level of compliance with respect to facility, manufacturing, QC testing and QA support consistent with current Good Manufacturing Practices (cGMP) regulatory requirements for manufacturing biological drug products (herein after referred to as the "Quality Audit"). The primary goal is to identify potential gaps in the Quality System. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate proposals and award a contract without discussions with Offerors. The Government reserves the right to conduct discussions with those offerors within the competitive range, if established. Offerors are placed on notice that their initial proposal should contain the Offeror's best terms from a technical and price standpoint. All proposals shall be subject to evaluation by a team of Government personnel who will evaluate the merits of the Offeror's proposal to determine if it is the best value to the Government, price and non-priced aspects included. This solicitation is 100% set aside for Woman-Owned Small Businesses under NAICS 541690 and a small business size of $16,500,000.00. Please see the attachment for a full description of the requirement, detailed instructions to offerors, evaluation criteria and applicable terms and conditions. Responses shall be sent to the contract specialist, Susan Ruzicka, no later than the date specified in this announcement.
