- CORRECTED SF30 Amendment 0002 Amendment 0002. The purpose of this amendment is to: a. Provide responses to Solicitation RFIs (attached). b. Provide copies of the Past Performance Questionnaire (PPQ)and and Past Experience forms. c. Extend the proposal response due date from 10/17/2019 to 10/23/2019 at 1:00 p.m. Amendment 0001. The purpose of this amendment is to: 1 - Publish the pre-proposal sign in sheet from the site visit held on 9/19/2019. 2 - Update Part D - Specifications. Changes include the following: a. Removes the requirement for any non-LED light fixtures from the required stocked items. b. Revises the repair threshold from $500 (parts/supplies) to $750 (parts/supplies). c. Increases the limit of the repair task order from $150,000 per repair to $250,000 per repair. d. Other minor updates. INTRODUCTION: General Services Administration is seeking all viable and qualified contractors that have performed or have the capability to perform High/Low Voltage and Solar Operation, Maintenance and Repair Services. This procurement is pursuant to NAICS Code 221122, Electric Power Distribution. Services are for the operation, maintenance and repair of High/Low Voltage and Solar Operations and Maintenance for the exterior electrical distribution systems at the Denver Federal Center (DFC) in Lakewood, Colorado. This contract complies with all local and federal codes including the National Electric Testing Association (NETA) and National Electric Code (NEC) requirements for maintenance of our exterior electrical distribution systems and equipment. The DFC is transmission power fed with 115KV electrical service from Xcel Energy, which is transformed down to 13.8KV at our main substation consisting of an "X" and "Y" transformer and then distributed to each of our exterior transformers which directly feed the DFC buildings with 480/240V power. The high voltage substation requires a high voltage electrical foreman experienced in the operation, maintenance, and repair of high voltage substations. This contract also includes eight megawatts of solar production distribution systems which must be maintained in compliance with applicable code requirements. The resultant contract will be firm fixed-priced contract for a one-year base with four one-year options. The contractor will have a transition period tentatively starting November 1, 2019 to November 30, 2019, at no cost to the Government, with actual performance period tentatively commencing on or about December 1, 2019. The primary staff must be located in the Denver metropolitan area, as there is a one-hour response time for emergencies. The following data is provided to assist the contractor in estimating workload requirements and determine capability to perform the services: 1. The cost for the existing High/Low Voltage and Solar Operation, Maintenance and Repair contract of contract for a one-year base with four one-year options was approximately $2 million. 2. The following facility information are estimates only of services that may be rendered. The Total Area encompasses 665 Acres of Equipment and Systems. The equipment and system to be operated, maintained, and repaired include all mechanical, electrical, and utility systems installed at the site, including but not limited to: - 115,000-volt overhead lines. - 115,000-volt switch yard. - 115,000 to 15,000-volt substations. - Substation equipment & Meters. - 15,000-volt overhead and underground distribution system. - 15,000 - 480 volt substation at all buildings. - Transformer low voltage systems and controls. - 2,400-volt switchboard, motor starters, and motors for chillers, Building 41. - Switchgear Substations located in Building 810. - 8 Megawatt Grid Tied Photo-voltaic Solar Park and associated equipment. - Low voltage circuits associated with outside power poles and other lighting, above or below ground. - Outside power poles and approximately 450 light poles, nearly all LED. Contract will also include a component for IDIQ task orders (for repairs over $1500 and not to exceed $250,000) to be awarded on an as needed basis. PRE-PROPOSAL SITE VISIT TOUR & CONFERENCE AND INSPECTION OF THE FACILITY a. A preproposal conference and tour of the facility(ies) will be provided by GSA beginning on September 19, 2019, at 9:00 AM at Building 41, 2nd Floor, Montana Room, Denver Federal Center, 6th and Kipling Street, Lakewood, Colorado. Please enter the building from the east side at Entrance E-14. All participants must enter the facility and sign-in through Entrance Gate 1, located on the east side of the Denver Federal Center. Offerors are responsible for their own transportation to and from this building. Parking accommodations are located in designated visitor areas around the Denver Federal Center. No questions will be entertained during this tour. All questions are to be written down and submitted by email to Laura Magee at laura.magee@gsa.gov. As this facility is under tightened and varied security, Offerors may not be able to re-enter all buildings after the tour. Thus, all Offerors are cautioned to see all areas as they deem necessary, during the tour, in order to augment their ability to submit an informed proposal. b. Offeror's participation in the tour and conference is highly encouraged to ascertain the nature and location of the services to be performed and the general and specific conditions at the site. Failure to do so will not relieve Offerors of their responsibility to properly estimate the difficulty or cost of successfully performing the services. A summary of the questions discussed at the conference will be provided to all prospective Offerors.Seating capacity is limited and available on a first come, first served basis. Individuals who plan to attend are requested to contact Laura Magee at laura.magee@gsa.gov, no later than September 17, by 2:00 p.m., MST to enable a count of attendance. c. Questions: Offeror's are strongly encouraged to submit questions relative to the RFP document in advance of the meeting, in writing, to the Contracting Officer, so the Government representatives may prepare responses prior to the conference.
