Description
The U.S. Marshals Service, Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award a sole source purchase order under Simplified Acquisition Procedures (FAR Part 13) to Air Care International, 401 E. 25th Street, Suite H, Tacoma WA 98421, for Aircraft Crewmember Training for all pilots and flight crew members. The training must meet all Federal Aviation Regulation Standards and include both classroom instruction and simulation exercises. Topics covered include: emergency evacuations (land & water), emergency evacuation drills using the FACTS Emergency Training Simulator, wet ditch and water survival drills, crew coordination and passenger briefing, inflight fire and smoke, and decompression and hypoxia awareness using Reduced Oxygen Breathing Device (ROBD). The training will be conducted on site in Oklahoma City, OK and a total of 120 JPATS personnel are expected to attend. The length of the training is 3-days during the last week of January 2020. The associated NAICS code is 611519. This notice of intent is neither a request for competitive proposals nor a request for offers. Proposed contract action is for services which the Government intends to solicit only one source. Interested persons may identify their interest and capability by providing written notification to the point of contact (POC) no later than 12:00 pm (noon) ET, October 28, 2019. Supporting evidence must be furnished in detail to demonstrate the interested party's capabilities to perform the requirement for Aircraft Crewmember Training of 120 personnel on-site in Oklahoma City. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
