Description
1. This solicitation is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation. 2. The Government intends to award up to five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award for Various Buildings at Various U.S. Government Installations MCB Butler, Okinawa, Japan. The contract term is five (5) year ordering period. The minimum guarantee is $2,500 per contract, except one will be awarded the seed project, which will also service as the minimum guarantee. Once the minimum guarantee has been met, the amount will be de-obligated. 3. The not-to- exceed amount for the life of all the contract awards combined is $10,000,000. 4. The work shall consist of but not limited to, providing all plant, labor, materials, equipment, supplies, transportation and performing all work necessary to demolish and disposed of unused, old deteriorated facilities. All work shall be accomplished in strict accordance with the contract specifications and drawings subject to the terms and conditions of the contract. This demolition contract applies to projects that destroy a whole facility, not to maintenance, repair, nor minor construction. 5. This procurement shall utilize the lowest priced, technically acceptable (LPTA) process in issuing one solicitation with the intent to award up to five (5) IDIQ service contracts for the project entitled, "Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Service Contract (MASC) For Demolition Services". In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. 6. Award will be made up to five responsive, responsible offerors submitting the lowest priced, technically acceptable proposals. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors that include: Corporate Experience, Safety and Past Performance. The seed project shall be awarded to the responsive, responsible contractor offering the lowest priced technically acceptable proposal for the seed project. 7. The solicitation documents will be posted on Federal Business Opportunities (FBO) website, www.fbo.gov. Interested parties can view specific information pertaining to this procurement as it becomes available. It is, and will continue to be, the sole responsibility of all potential offerors to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list.
