Description
The National Transportation Safety Board (NTSB) is issuing a sources sought notice as a means of conducting market research to identify parties having an interest in and the resources/capabilities to support this requirement for Vehicle and Brake Dynamometer Testing Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380 Testing Laboratories. The NTSB has a requirement to obtain vehicle and brake dynamometer testing to evaluate the braking performance of the Original Equipment Manufacturer/Original Equipment Supplier (OEM/OES) braking system for a 2001 Sport Utility Vehicle involved in an accident. The NTSB is seeking sources that have the following capabilities: - Capability of performing a full-scale FMVSS 105 test for a vehicle with a GVWR >10,000 lbs. This 105 test will be modified in that the test weight will exceed the maximum GVWR of the vehicle. - Capability of performing brake dynamometer measurements to measure Brake Torque vs Cylinder Pressure vs Rotor temperature vs Rotor Speed and identify rotor temperatures at which severe brake fade occurs. - Capability of performing vehicle testing to determine brake cooling data/coefficients over a wide range of vehicle speeds. - Vendor must have prior experience performing both FMVSS 105 tests and brake cooling curve measurements. - Technicians/engineers capable of properly instrumenting vehicles for testing outlined in this section. - Equipment needed for testing. - All testing must be performed at a test track or testing facilities. Performing any portion of this testing on public roadways is strictly prohibited. - Access to both cold weather and warm weather test facilities. - Engineers familiar with the TruckSim/CarSim vehicle dynamics software. - Ability to locate and secure exemplar vehicle used in testing. - Ability to secure and locate OEM brakes/rotors/calipers used in testing. - Ability to perform testing within 45 calendar days after contract is awarded. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capability to perform these services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capability to provide the required services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
