- Description
- The National Geospatial-Intelligence Agency (NGA) intends to award a follow-on contract, on a sole-source basis, to Systems and Technology Research LLC, 600 West Cummings Park, Woburn, MA 01801. This follow-on contract will be negotiated and awarded under the authority of 10 U.S.C. 2304 (c)(1), and implemented by FAR 6.302-1, when "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The contract will continue research and development efforts begun under contract HM0476-18-C-0013 that was competitively awarded under the NGA BIG BAA solicitation, HM0476-16-BAA-0001, Topic 4, Future Persistent Analytic Systems Research. This follow-on contract will extend the Activity-Based Change Detection (ABCD) prototype analytic created under contract HM0476-18-C-0013 to a variety of new track data sources and provide support to the deployment and tuning of ABCD models into NGA's commercial cloud services footprint. A DD-254 will accompany the resulting contract award. The Statement of Work for the anticipated contract is classified at the SECRET level. Performance of the research work requires TS/SCI clearance due to the classification of the data types and environment used to develop and test the ABCD. The total period of performance for this requirements is anticipated to be two years, with performance occurring primarily at the contractor's facility. NAICS is 541715, size standard 1000 employees. PSC is AZ13. This notice is in accordance with FAR 5.203, and is not a request for competitive proposals. A solicitation will not be posted. All responsible sources may submit a capability statement of no more than six pages, which shall be considered by the NGA. Submit capability statements and other correspondence to Kirby.d.beard@nga.mil. The deadline for receipt of capability statements, or other information, is 3PM-EST, 01 NOV 2019. All responses to the notice must be UNCLASSIFIED and marked as such in both headers and footers. Neither proprietary, nor classified concepts or information should be included in any the submittal. Input on the information contained within any submittals may be solicited from and reviewed by NGA non-Governmental consultants or experts who are bound by appropriate non-disclosure agreements. NGA will not reimburse you for any costs associated with preparing or disseminating a statement of capabilities. All submittals become Government property and will not be returned. A determination by the Government to compete the proposed procurement, based on the responses to this notice, is solely within the discretion of the Government.
