Description
SOURCES SOUGHT NOTICE GENERATOR - URGENT (36C24420Q0046) This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No quotes are being requested or accepted at this time with this notice. The Department of Veterans Affairs, Wilmington VA Medical Center located at Wilmington VAMC, 1601 Kirkwood Hwy, Wilmington, DE 19808 has a requirement for generator repair.  The North American Industry Classification System (NAICS) code being considered for this procurement is 238210 Electrical Contractors and Other Installation Contractors and the Product Service Code (PSC) is J061 Maint/Repair/Rebuild of Equipment- Electric Wire and Power Distribution Equipment. The Small Business Size Standard is $15 million. Below is a draft copy of the Statement of Work (SOW). Responses to this notice should include the following: Company name Data Universal Numbering System (DUNS) number Company s address Point of Contact information (i.e. title, phone number and email address) Company s capability to meet this requirement and any pertinent information which demonstrates the company s ability to meet the above requirements including subcontracting (if applicable). Provide subcontractor name and the subcontractors size standard. GSA Federal Supply Schedule contract number, if within scope of this effort (if applicable). Company s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Women Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in www.VetBiz.gov, and be able to meet the limitation on subcontracting in accordance with 13 CFR 125.6; if applicable. Offeror must provide the above requested information. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO website in the near future. Responses to this sources sought announcement are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the forthcoming solicitation announcement, in addition to responding to this sources sought notice. All interested parties must be registered with System for Award Management (SAM) at https://www.sam.gov in order to be eligible for award of Government contracts. Wilmington, DE VA Medical Center Wilmington, DE 19805 SCOPE OF WORK For Temporary Genset for Clinical Addition Project No. 460-20-1-5332-0013 Contracting Officer: TBD Contracting Officer s Representative (COR): Moses Johnson -- Services -- -- Project Scope -- GENERAL: The Wilmington, Delaware VA Medical Center intends to issue a service contract. The project consists of: Providing a temporary 600KW generator to provide emergency power to the clinical addition. SPECIFICS: The vendor shall furnish all materials and equipment to accomplish this service project. The vendor shall have a temporary 600 KW, 3 phase diesel generator on a flatbed trailer parked on the street, with the electrical connections facing Bldg 19/Kirkwood Hwy as per drawing. Load bank testing for proposed generator shall be provided to the Facility prior to setting in place. Load bank shall have been completed within the previous 6 months and meet requirements of The Joint Commission specifically, running the generator at 25% of nameplate rating for 30 minutes, followed by 50% of nameplate rating for 30 minutes, followed by 75% of nameplate rating for 60 minutes, followed by 30% of nameplate rating for 150 minutes, for a total of 4.5 continuous hours. Report must be free of abnormalities in order for VA to accept generator. Vendor shall furnish all material necessary to tie into Bldg 19 s emergency power distribution switchgear rated for 480/277VAC, to include size 4 aught camlok cables/2 per phase plus neutral and grounding cables. The Vendor shall make drop-off and pick-up deliveries between the hours of 5:00pm and 7:00pm, Monday through Friday to reduce roadway obstruction during normal business hours. No delivery services shall be performed on holidays and weekends. Vendor to provide break out pricing to indicate drop-off, setup, and commissioning fees, monthly rental fee (which is to include all requisite maintenance), and break-down and removal of trailer from site. VA anticipates renting the generator for approximately 6 months. VA will run the generator for 1 hour each month for testing purposes. Other use will only be as required for emergency purposes/loss of normal power. Any hazardous material spills caused by the temporary generator, shall be remediated by the vendor and to adhere to federal and state HAZMAT cleanup and disposal controls. Any damage to property structures caused by delivery services, the vendor shall provide necessary repairs or the replacement of greater than or equal to the value of the damaged structure. All employees of the general vendor services shall comply with the VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
