Description
COMMERCIAL TRAVEL SERVICES DOD KOREA Synopsis: This is a pre-solicitation non-competitive notice of intent to sole source. The General Services Administration on behalf of the Department of Defense, Department of Defense (DoD) Defense Travel Management Office (DTMO) intends to negotiate and award a contract to US Airlines Alliance, Ltd. 50 Seosomun-ro-11-gil, Jung-gu, Seoul, Seoul, 04515, Korea, South, DUNS# 688279132 on a sole source basis under the authority of FAR 6.302-1. The intended procurement is classified under NAICS code 561510 with a Size Standard of $19.0 million. The resultant contract includes all applicable provisions and clauses in effect through the Federal Acquisition Circular (2005-101) (effective October 26, 2018). This acquisition is conducted under the procedures as prescribed in FAR 12-Acquisition of Commercial Items and FAR 15-Contracting by Negotiation at an amount exceeding the Simplified Acquisition threshold. The DTMO requires continued support by the incumbent in providing official travel management services for KOREA locations. Purpose and Objectives The DTMO requires continued support by the incumbent in providing official travel management services for Korea locations. These TMC services are to support official travel activities of authorized DoD travelers who are under the authority of the referenced locations. Official travel is travel (e.g., TDY, PCS, evacuation, travel by Reserve Component members, and civilians on invitational travel orders) in connection with official business of the United States Government and performed under orders at the expense of federal appropriated funds. These TMC services shall be provided using both traditional methods, such as reservations and ticketing for all modes of travel, commercial lodging reservations, rental car arrangements, ticket delivery, and support services, in addition to automated methods using the Defense Travel System (DTS) web portal. Period of Performance Base period of six (6) months from November 1, 2019 through April 30, 2020. These contract services are required from the incumbent contractor US Airlines Alliance, LTD to bridge the period between the expiration of the current contract and the award of a competed follow-on requirement. This synopsis is not a request for competitive proposals. However, in accordance with FAR 5.207©(15)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: the Dun and Bradstreet Numbers (DUNS), and the Taxpayer Identification Number (TIN) All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
