- U.S. Army Awards Contract to Raytheon for Lower Tier Project Office Missile Defense System NEW JERSEY (ACC-NJ)--Army Contracting Command -in conjunction with the Lower Tier Project Office in the Program Executive Office for Missiles and Space, awarded a $384M firm-fixed-price Other Transaction Authority (OTA) agreement to Raytheon, Andover, Massachusetts, on 16 OCT 2019. The scope of the OTA requires Raytheon to build, test, and deliver six Lower Tier Air and Missile Defense Sensor (LTAMDS) radar prototypes within a 36 month period of performance. Upon determination that the prototype project was successfully completed under this competitively awarded OTA, a follow-on production decision, assessing all options, will be made. The LTAMDS radar will be the next generation Army lower tier air and missile defense radar working seamlessly in the Integrated Air and Missile Defense Battle Command System (IBCS) with the family of PATRIOT interceptors. Air and Missile Defense is one of the Army's six modernization priorities; and LTAMDS is a priority effort within the Army Futures Command's Air and Missile Defense Cross Functional Team. The LTAMDS radar will mitigate critical air and missile defense capability gaps to defeat the full range of aerial threats. The Government is executing the LTAMDS program as a Middle Tier Acquisition (MTA) rapid prototyping effort in accordance with Section 804(b)(1) of the Fiscal Year (FY) 2016 National Defense Authorization Act (NDAA) (Public Law 114-92) statute.
