- This sources sought, in accordance with FAR Part 10, is to conduct Market Research on Industry ™s Capabilities in providing trailer removal and disposal for the Department of Interior, National Park Service, at Yellowstone National Park. The proposed NAICS code for this action is 562910 with a size standard of $22M. This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate based on the responses for this notice. The Government anticipates awarding a minimum of one (1) indefinite delivery/indefinite quantity firm-fixed price contract. However, the Government reserves the right to award more than one agreement as it deems necessary. The total contract period, to include options, shall not exceed five (5) calendar years. Task Orders may range from $2,500.00 to $200,000.00. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc “ see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on FedConnect (www.FedConnect.net) and FedBizOps (https://www.fbo.gov). SCOPE OF WORK Contractor will provide the service of lead paint and regulated asbestos testing, removal and proper disposal of the obsolete trailers, exterior porches and awnings. Utilities will be disconnected by the National Park Service. The units have frames and axels but no tires. The National Park Service would like the units removed in one piece. The units located in the interior are only accessible (weather permitting) between March 21 and November 15. Responses must be submitted no later than October 23, 2019 at 1:00 pm MT. Responses shall include the following information: company name, email address, point of contact, physical address, phone number, socio-economic status, DUNS number, and proof of SAM Registration. All relevant input is encouraged. In addition to a general capabilities statement the response must include a narrative summary for the following questions: 1.)Minimum and maximum units that can be removed per day at each location? 2.)Are you able to remove units in one piece? If not, how would you go about completing the removal, ensuring the load is secure and hauling away all debris? 3.)How will loads be secured or wrapped to ensure pieces of the unit are contained during transport?
