- This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Department of the Interior, National Park Service, has a requirement for one (1) contractor operated and maintained Light Helicopter for exclusive use in support of fire and resource management activities and other government work. The aircraft shall be turbine engine powered and have a non-jettisonable payload (HOGE) of 500 pounds at minus 20 degrees Celsius at 14,000 feet pressure altitude using a pilot weight of 225 pounds, a mountain ranger at 200 pounds, a mountain rescue pack at 100 pounds, a 35-pound survival kit and fuel for 40 minutes of flight plus 20 minutes reserve. The Government anticipates awarding one (1) Indefinite Delivery Indefinite quantity (IDIQ) firm fixed unit price contract. The contract will have an estimated five-year ordering period from April 10, 2020 through April 9, 2025, with a six-month extension of services option through September 9, 2025. Once evaluations are complete, the exclusive use period for each year is estimated to occur on or around April 10th of each year. The anticipated issue date of the solicitation is October 21, 2019 with a projected closing date of November 25, 2019. Temsco Helicopters, under contract D15PC00066, is currently providing services. The existing contract is valued at $4.1M. The Contractor shall possess a Federal Aviation Administration (FAA) Air Carrier Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., rotorcraft, visual flight rules (VFR), day/night, passengers and cargo) in the conterminous Unites States and Alaska. Specific certifications will be outlined in Section B of the solicitation. The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. Installation of any equipment required by this contract must be FAA approved. This acquisition will be accomplished in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting By Negotiation. This Request for Proposal will be solicited as full and open using NAICS 481211, which has a small business size standard of 1,500 employees or less. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM), at time of proposal. The subsequent solicitation will be posted on FBO.gov, as well as FedConnect.net at https://www.fedconnect.net/FedConnect/Default.htm under Public Opportunities .
