2020 Three Rivers Southwest 2020 Three Rivers Southeast 2020 Three Rivers South 2020 Three Rivers Northwest 2020 Three Rivers Northeast 2020 Three Rivers Central 2020 Republic South 2020 Republic Northeast 2020 Republic North 2020 Thinning Area Map PCT Unit Information - Draft Special Notice - Prospectus / Presolicitation: 2020 Tree Thinning and Hand Piling The Republic and Three Rivers Ranger Districts on the Colville National Forest proposes to contract approximately 1,013 acres of tree thinning and handpiling during the winter of 2019/2020. The units may be broken into base and option items. The actual amount of acres is dependent on funding availability and other operation considerations. Each unit will have specific requirements that are listed in the performance requirements chart. The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, supplies and incidentals necessary to perform the work in accordance with the specifications and provisions of the contract. There will be one award from this solicitation. Price will be quoted by the acre. Award will be based on funding availability and could include option items. The period of performance is estimated to be between April 1, 2020 to November 15, 2020. The actual completion date and the required minimum progress rate will be listed in the solicitation. Contract time in the field is estimated from June 1st through November 15th depending on weather and site locations. This project will be advertised as a written Request for Quotations (RFQ) and will be solicited under the Simplified Acquisition Procedures (SAP) and Acquisition of Commercial Item rules (Test Program). The solicitation is tentatively schedule to issue the December or January (or sooner) with a due date the middle of January or February. The actual due date will be listed in the solicitation. The solicitation will be posted electronically at this (FedBizOpps) site when it issues. The Contractor must provide a current/valid Washington State Farm Forest License and a Migrant Seasonal Protective Act (MSPA) Certificate of Registration at time of quoting. The project is a 100 percent small business set-aside. The NAICS code is 115310 and Size Standard is $20.5 million. All responsible sources may submit a quote which will be considered. An electronic copy of the solicitation will be posted at the site on the issue date. Notes: Funding for this requirement is currently available for the base items. Proposed projects areas are located on National Forest land in Stevens and Ferry Counties in Washington State. Vicinity maps to the tentative work sites are included in the enclosed information. The enclosed information is provided so that potential quoters will have an opportunity to visit the representative site while they are still accessible. Some changes from this notice may occur from the actual solicitation, but the enclosed information is a representative of work to be done. Potential quoters are encouraged to visit the units this fall to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that my affect their price of a potential contract to the extend the information is obtainable. In no event shall failure to inspect the site constitute grounds for a claim after the project has been awarded (reference FAR Clause 52.237-1). No guided tours will be held.
