- Ordering Guide Past Performance Requirements Pricing Structure Statement of Work Request for Proposal DEPARTMENT OF HOMELAND SECURITY (DHS) ENTERPRISE FINANCIAL MANAGEMENT SOFTWARE (EFiMS) Dear Industry Partners, the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), on behalf of the Office of the Chief Financial Officer (OCFO), provides the following information regarding the DHS Enterprise Financial Management Software (EFiMS) procurement. Through this announcement the Department is publishing the FINAL DRAFT EFiMS Solicitation (attached) and the following notional procurement timeline below for Industry review and planning purposes: • Solicitation Release: October 30, 2019 • Questions Due: November 6, 2019 • Quotations Due: November 21, 2019 • Award: February 28, 2020 The Department does not envision significant changes in the final solicitation release. The Department asks Industry to hold any additional comments or questions on this FINAL DRAFT, until after the solicitation is released. We will not provide responses to additional questions, comments or inquiries in advance of the release of the solicitation on or about October 30, 2019. As a result of industry feedback and questions related to Organizational Conflict of Interest (OCI) language present in previously released draft EFiMS solicitations, DHS has removed Homeland Security Acquisition Regulation (HSAR) 3052.209-72 Organizational Conflict of Interest (Jun 2006) provision and HSAR clause 3052.209-73 Limitation of Future Contracting (Jun 2006) from the EFiMS indefinite-delivery indefinite quantity (IDIQ) solicitation. Any Organizational Conflict of Interest and Limitations on Future Contracting issues may be identified at the IDIQ task order level, if applicable. Companies may submit proposals, compete, and be the successful awardee under both the EFiMS IDIQ and EFSI BPA solicitations as either a prime or subcontractor. DHS OCPO and OCFO thank you for your continued interest in the EFiMS procurement.
